Chief Planning and Development Officer – Permanent Full-Time

Position summary:

The Chief Planning and Development Officer is a senior leader reporting directly to the President and CEO. This role provides strategic direction and leadership across Runnymede’s capital and construction projects, advancing planning, securing approvals, and supporting the expansion of facilities and services.

Responsibilities include:
  • Oversee capital planning activities, including construction, design, and project delivery for the PTSI Centre of Excellence sites.
  • Manage master capital planning, adapting strategies to changes in scope, budget, and regulations.
  • Develop Requests for Proposals and participate in consultant/contractor selection.
  • Collaborate with Finance to manage planning grants, build business cases, and prepare submissions to provincial entities.
  • Identify project risks and recommend mitigation strategies.
  • Lead detailed project plans, schedules, procurement, commissioning, and tracking.
  • Oversee daily construction operations in collaboration with the Senior Director, Construction and Facilities, providing regular updates throughout the project lifecycle.
  • Monitor budgets and contracts to ensure compliance.
  • Coordinate with Infrastructure Ontario and the Ministry of Health Capital Branch for design, construction, and approval processes.
  • Provide leadership aligned with Runnymede’s vision, mission, and values, mentoring staff.
  • Maintain confidentiality of personal health information.
Qualifications and experience:
  • Bachelor’s degree in Business, Healthcare Administration, Finance, Engineering, Architecture, or related field (postgraduate degree preferred).
  • Certification in Project Management (e.g., PMP) from a recognized organization; professional Engineer Designation, EDAC, and/or LEED preferred.
  • At least 15 years of experience in capital planning, development, and project execution, including healthcare projects.
  • Minimum 5 years in a senior leadership role, preferably in healthcare settings.
  • Experience managing large-scale healthcare capital and construction projects.
  • Proficiency in Microsoft Office, database management, and query tools.
  • Expertise with Infrastructure Ontario projects, capital planning, construction techniques, and regulatory compliance.
  • Strong financial management skills, including budgeting and cost control.
  • Knowledge of Ministry of Health funding models, including the Healthcare Infrastructure Renewal Fund (HIRF).
