Job summary

Chief Planning and Development Officer – Permanent Full-Time

Position summary :

The Chief Planning and Development Officer is a key senior leader reporting directly to the President and Chief Executive Officer (CEO). This role provides strategic direction and hands-on leadership across Runnymede’s capital and construction projects, advancing planning deliverables and securing approvals to enable the successful expansion of facilities and services.

Responsibilities include :

  • Oversee the capital planning activities, including construction, design, and project delivery for the Post-Traumatic Stress Injury Centre of Excellence sites.
  • Manage master capital planning activities and refine strategies to adapt to changes in program scope, budget, and regulations.
  • Develop Requests for Proposals and participate in consultant / contractor selection.
  • In collaboration with Finance, manage planning grants and funds, build business cases, and prepare submissions to provincial entities.
  • Identify risks across capital projects and recommend mitigation actions.
  • Lead detailed project plans and schedules, including procurement, commissioning, and tracking.
  • Oversee daily operational management of construction activities in collaboration with the Senior Director, Construction and Facilities and provide regular updates through the project lifecycle.
  • In collaboration with Finance, monitor construction budgets and contracts to ensure compliance.
  • Report to and collaborate with Infrastructure Ontario and Ministry of Health Capital Branch to manage key phases of design, construction and approvals throughout lifecycle of capital projects.
  • Provides leadership of Runnymede’s vision, mission, and values and mentors staff.
  • Maintains confidentiality of personal health information.

The successful candidate will have the following qualifications / experience :

  • Bachelor’s degree in Business or Healthcare Administration, Finance, Engineering, Architecture or equivalent (post graduate degree in related field preferred).
  • Certification or accreditation in Project Management from recognized professional organization (professional Engineer Designation, EDAC and / or LEED preferred).
  • Minimum 15 years of experience in progressive capital planning / development, capital / construction project execution
  • Minimum 5 years of experience in senior leadership role (experience in healthcare such as hospitals preferred).
  • Project management experience overseeing / executing large-scale capital / construction projects in healthcare setting
  • Proficient computer skills in Microsoft Office Suite, database management and query tools
  • Expertise in projects involving Infrastructure Ontario, capital planning, construction techniques, and regulatory compliance with construction projects and projects
  • Strong financial management, including capital budgeting and cost control.
  • Knowledge of Ministry of Health funding models to support capital planning, including the Healthcare Infrastructure Renewal Fund (HIRF).
