Reporting to the President of Medavie Health Services, the Chief Operating Officer, Medavie Health Services NL Inc. / Senior Director, Integrated Emergency Health Services, is responsible for providing strategic leadership and for the overall operational and financial management of the organization to further its mission.

Responsibilities

The Chief Operating Officer leads a results‑driven organization, fosters a culture of innovation and service excellence, and develops strong collaborative relationships with employees, local, regional, and provincial partners. The role drives MHNL’s transformation to deliver high‑quality, patient‑focused care, inclusiveness, strong fiscal management, accountability for results, and continuous innovation. The Executive ensures strategies, plans, and practices align with organizational goals and provincial objectives to form integrated clinical care pathways.

Collaborates with senior management to implement and refine the Strategic Plan for MHNL, sets clear objectives, ensures an effective organizational structure, and leads a high‑performance team aligned with MHNL’s mission and vision. Builds and maintains strategic partnerships with governments, health authorities, unions, community groups, Indigenous partners, media, and the public. Oversees financial management, including revenues, expenses, budgets, and reports to the President and Board on performance. Represents a transformational leadership approach crucial for Newfoundland’s health care modernization.

Professional Qualifications & Competencies
  • Experience: Minimum of 15 years of progressive professional and leadership experience in the health sector (governmental, non-governmental, not-for-profit, commercial), with post-secondary education in health, public, or business administration.
  • Executive Leadership: Extensive senior executive experience with deep healthcare planning knowledge in Newfoundland; experience in organizational transformation is highly desirable.
  • Strategic Vision: Ability to create and communicate a vision and translate it into actionable strategies; holistic decision‑making and goal alignment.
  • Risk Management: Expertise in anticipating and managing business risks, contract negotiations with focus on financial and legal aspects; commitment to transparency and accountability.
  • Relationship Building: Strong ability to build relationships with clients, employees, and stakeholders; effective communication and teamwork.
  • Political Acumen: Ability to build and sustain strategic partnerships and balance diverse interests, including political considerations.
  • Growth Opportunities: Identifies new opportunities and negotiates outcomes that benefit the organization and stakeholders.
