Bethesda is seeking an experienced Chief Human Resources Officer to join our executive leadership team and help shape a workplace culture rooted in compassion, inclusion and Christian values. Founded in 1971 Bethesda is a CARF-accredited organization that supports around 350 people with diverse abilities across British Columbia.

With a team of 454 staff and a $31.6M annual budget, we offer a wide range of person-centered services; including residential, community inclusion, family support and summer camps throughout the Lower Mainland and the Okanagan. Our services are made possible through funding from CLBC, MCFD, BC Housing, Fraser Health, and generous private donors. OVERVIEW OF THE ROLE

The Chief Human Resources Officer (CHRO) will offer thoughtful and strategic leadership to Bethesda’s human resources department, guiding policies, employee relations and organizational compliance with care and clarity. Based at our provincial office in Abbotsford, this role focuses on both strategic direction and administrative oversight, empowering the HR department and leadership teams to nurture a workplace culture that reflects Bethesda’s mission of inclusion, compassion and belonging.

ROLE AND RESPONSIBILITIES

The Chief Human Resources Officer is a key leadership position central to shaping Bethesda’s people practices, workplace culture, and organizational health. Working closely with the CEO and executive team, the CHRO provides strategic leadership to Bethesda’s HR department while guiding and supporting managers across multiple service areas who carry out HR responsibilities locally.

1. Strategic and Organizational HR Leadership

  • Lead and oversee human resources strategy in alignment with Bethesda’s mission, vision, values, and strategic plan.
  • Provide direction to the provincial HR department and collaborate with managers across all resources who support local HR needs.
  • Ensure consistent application of HR practices across services, fostering cohesion while honoring local contexts.
  • Contribute to executive level planning and decision making, providing insight on staffing needs and organizational development.

2. Workforce Planning and Development

  • Lead organization wide recruitment, onboarding and retention strategies to attract and retain mission aligned staff.
  • Oversee internal leadership development, training programs and succession planning in partnership with the executive team.
  • Maintain a prospective recruitment pool and collaborate with managers to identify staffing needs and future planning.
  • Guide annual performance evaluation processes and staff development plans across service areas.

3. Staff Relations and Culture Building

  • Support managers in addressing personnel concerns, fostering strong relationships, clear communication and trust.
  • Promote a positive workplace culture grounded in compassion, respect, and inclusion.
  • Promote services that reflect Bethesda’s commitment to the spiritual and emotional aspects of care.
  • Provide leadership in navigating complex or sensitive staff matters, including investigations, accommodations and conflict resolution.

4. Administration and Compliance

  • Attend meetings and provide regular oversight of administrative documentation and reporting processes.
  • Provide oversight to ensure accurate maintenance of HR and personnel records.
  • Provide leadership staff with HR administration and HR/payroll software training.
  • Oversee and monitor processing of staff changes, resignations, retirements and terminations.
  • Ensure compliance with all applicable employment laws and regulations.
  • Monitor and respond to changes in employment legislation and labor relations that affect Bethesda’s services and teams.

5. Financial and Fiscal Responsibility

  • Support in the oversite of resource direct service hours, ensuring they remain within budget.
  • Participate in completing and submitting funding requests.
  • Support the fiscal integrity of HR-related initiatives and ensure human resource investments align with Bethesda’s goals and funding requirements.

QUALIFICATIONS

  • Proven experience in human resources leadership, preferably within a non-profit setting with at least 3 years in a senior HR leadership position is required.
  • A post-secondary degree in Human Resources, Business Administration, or a related field.
  • CPHR designation or working towards obtaining designation.
  • Possession of Canadian, landed immigrant or legal working status.
  • Agreement and personal commitment to Bethesda’s Statement of Faith & Community Good Neighbor Focus.
  • Alignment with Bethesda’s Christian foundations and ethical standards.
  • Clearance of a Vulnerable Sector Criminal Record Check.
  • Medical clearance to perform duties.
  • The ability to meet all other requirements of the job description.
