Job Description:

Job Title: Chief Financial Officer
Union / Non-Union: Non-Union
Reports to: CAO
Weekly Hours: 40 hrs / week
Department: Finance
Hourly pay: $47.99 ($99,819.20 per year)

Position Summary:
Reporting directly to the Chief Administrative Officer (CAO), the Chief Financial Officer is responsible for the general operation of the Finance Department and overseeing the finance systems/processes and assets, supporting the budgeting process, providing support to the CAO and managing the performance of direct reports. This position provides financial leadership and advice to Administration and to Council.

Key Responsibilities:
Develop and maintain effective financial systems, records and accounting functions to comply with generally accepted accounting principles (PSAB) for Municipal government.
Manage and provide direction with respect to the Municipal accounting / general ledger software.
Research and prepare annual and long-term capital and operating budgets.
Reconcile asset, liability, capital, income and expense accounts and provide monthly financial reports.
Manage investments and reserves.
Oversee asset, liability and capital accounts and insurance needs.
Assist with the Asset Management Program.
Work with auditors, submitting audited financial statements and year end transactions.
Direct and monitor work performance of direct reports.
Prepare documents for federal and provincial grants.
Assist in the development of bylaws, policies and procedures.
Answer public and financial institution questions.
Attend council meetings and public hearings as required.
All other duties as assigned.

Minimum Job Requirements
CPA designation.
Certificate in Municipal Administration (CMMA) would be considered an asset.
Familiar with PSAB GAAP requirements.
Five (5) years’ experience in an office environment/government.
Great Plains and Microsoft Dynamics GP software experience.
Experience in Municipal government is considered an asset.
Working knowledge of Microsoft Suite products, Adobe Acrobat, database and web-based programs.
Class 5 Driver’s License.

Knowledge Skills and abilities:
Working knowledge of Municipal Act.
Working knowledge and experience with Municipal accounting and finance procedures.
Strong interpersonal skills to effectively and respectfully manage concerns related to the public, employees, vendors, etc.
Proven ability to lead and motivate teams.
Strong writing skills with the ability to research and formulate concise accurate reports and other documents.
Ability to establish priorities, work with a high degree of independence and proceed with objectives with minimal direction.
Ability to coordinate, problem solve and consistently meet deadlines.
