Job Description:

Job Opportunity: Chief Financial Officer (CFO)

Location: R.M. of Riding Mountain West, Inglis, Manitoba

The R.M. of Riding Mountain West is seeking a dedicated and experienced Chief Financial Officer (CFO) to manage all financially related activities within our community. Reporting directly to the Chief Administrative Officer (CAO), the CFO will play a crucial role in ensuring financial stability and transparency.

Key Responsibilities:

  • Supervisory Duties:
    • Supervise Finance Coordinator and Public Works Executive Assistant in financial duties.
  • Arrange for Audit Tender.
  • Liaise with Auditors to establish timelines and processes.
  • Ensure completion of year-end accounting transactions.
  • Provide necessary information and answer auditor queries.
  • Present audited financial statements to council.
  • Submit audited financial statements to the Ministry and make them available to the public.
  • Perform monthly bank reconciliation (weekly in October).
  • Ensure subsidiary ledgers and activities are balanced.
  • Report monthly to Council on various funds.
  • Manage GST and PST returns.
  • Apply for and report on grants.
  • Handle LUD and SAVED financials.
  • Manage annual lease holder invoices and provincial reports.
  • Process debenture payments and local improvement projects.
  • Draft and report on the budget, calculate mill rates, advise on capital budget and services plans.
  • Manage the tax roll, apply penalties, and handle tax sale processes.
  • Conduct necessary studies (water rates, garbage collection, etc.).
  • Liaise with fire departments, LUD committee, and Broadband Committee on financial matters.
  • Other Duties:
    • Attend council meetings as required.
    • Manage general insurance policy.
    • Arrange staff training.
    • Answer public and institutional financial inquiries.
    • Prepare draft bylaws and policies.
    • Assist in administrative matters.
    • Serve as Treasurer for the Inglis and Area Trust Fund and the SAVED Committee.
