Job description

EBC is a Canadian contractor delivering marquee projects in key markets including waterpower, hydro, underground works, large bridges, mass transit, and other major civil works. Work in these markets spans all geographies across Canada and includes not only traditional project delivery methods, but also alternative modes such as DB, DBF, PPP, and ECI.

Reporting to the Vice President of Bids and Proposals, the Chief Estimator is fully responsible for leading a team of estimators. This leader will oversee estimates for proposals, bids, and projects in progress (when requested by operations) and ensure all bids are completed by required internal deadlines for management review.

Responsibilities

Operational Management

  • Supervise estimators
  • Implement, revise, and update data banks
  • Manage bid priorities aligned with strategic direction
  • Establish bidding schedule
  • Assess workload
  • Identify risks and constraints of tenders
  • Define subcontracting strategy
  • Confirm cost accuracy for quantities prepared
  • Lead file transfer meeting to operations when contract is awarded
  • Prepare bid reviews
  • Build lasting relationships with subcontractors and suppliers
  • Participate in service offer kick-offs and executive follow-ups
  • Liaise, communicate, and meet deadlines with stakeholders
  • Ensure bid quality
  • Ensure ISO compliance
  • Participate in bid closings
  • Stay informed on upcoming projects to proactively plan workload

  • Requirements

  • Bachelor’s degree in civil or construction engineering and / or equivalent experience
  • Licensed member of Professional Engineers Ontario
  • Minimum 15 years of relevant experience in major project estimation

  • Availability for in-person work
