About the Position

Reporting to the Vice President Clinical & Chief Nursing Executive, the Chief Clinical Information Officer (CCIO) will be responsible for driving change for nursing and Allied Health Professionals through the implementation of the new electronic health record (EHR) platform. The CCIO will provide sound clinical advice and guidance working with Clinical leaders to ensure we optimize care delivery models through digital transformation. The role will ensure that through the achievement of successful digital deployments, benefits for care are established and promoted. This requires the individual to have the drive and passion to create a digitally driven information culture and act as an ambassador of change and continuous quality improvement across the organization.

The CCIO will use their clinical workflow knowledge to help establish strategy in digital health for the use of technology data and evidence-based information systems to support quality patient care and professional practice. The CCIO will foster a culture of innovation and adaptability, motivating clinical programs to embrace transformation to improve care at the bedside.

The Chief Clinical Information Officer will be an integral member of the EHR Co-ordinating Committee and serve as the lead project manager along with providing proactive senior nursing leadership serving as the principal nursing advisor for the electronic health record (EHR) platform. The CCIO will also be pivotal in taking forward the digital innovation agenda specifically for Nurses and Allied Health Professionals as part of their professional strategies.

The role will ensure the migration to a new EHR will have a high degree of staff engagement ensuring acceptance and adoption across all health care practitioners.

SPECIFIC RESPONSIBILITIES

  • Be the Senior Clinical Leader responsible for transformation and cultural change to support the safe and efficient design, implementation, and use of digital solutions to deliver improvements in the quality and outcomes of patient care.
  • Act as an ambassador of change and work closely with the Chief Medical Information Officer (CMIO).
  • Co-chair the EHR Steering group and other relevant groups to ensure robust governance for the implementation of the EHR including assuming the role of project manager.
  • Provide visible clinical leadership across the two hospitals on a regular basis and demonstrate exemplary role modelling to enhance clinical engagement in digital systems through articulation of the digital Epic strategy.
  • Act as a change agent in the identification, development, planning, implementation and value measurement of informatics strategies to support high-quality patient care and professional practice.
  • Serve as the strategic liaison for Information Technology (IT) efforts representing nursing, Allied, and patient care team needs.
  • In collaboration with the CMIO, combines knowledge of patient care informatics, concepts, and change management to effectively address the information and needs of healthcare professionals and patients to promote safe effective and efficient use of health IT in clinical settings.
  • In collaboration with the CMIO, advances the practice and profile of the EHR system and digital strategies by participating on relevant local regional and provincial digital health advisory committees.
  • Chair relevant organizational and project committees related to Epic migration as required, participates as a representative on committees and serves as the Practice/Clinical Informatics subject matter expert.
  • The CCIO will manage the Clinical Transformation team across a wide range of digital programs including our EHR platform. The Clinical Transformation team will be responsible for gathering user requirements, solution defining and supporting the embedding of the solution on deployment.
  • Work closely with the CMIO to ensure clinical decision support is placed at strategic points in the workflow to best support evidence-based patient care.
  • Work closely with the Chief Nursing Executive (CNE) to integrate different nursing perspectives to further clinician efficiencies and improve patient care.
  • Represent nurses and other clinicals at the executive level to ensure their input is incorporated in project planning, design, and implementation related to Epic.

CONFLICT RESOLUTION

  • Through highly developed interpersonal skills, manage challenges and conflicts to implementation on a regular basis and reconcile when there are frequent professional differences of opinion.
  • Maintain own clinical credibility through working alongside colleagues in wards and departments as part of the role.
  • Maintain positive and credible relationships with key partners and other industry leaders to leverage best practices, evaluate and promote emerging technologies, and distribute knowledge internally to inform plans and strategies.

ACHIEVEMENT

  • Ensure a robust training structure is in place.
  • Facilitate and support development of evidence-based practice in digital nursing, midwifery and Allied Health Professionals.
  • Incorporate nursing and Allied Health Professionals research and evidence-based knowledge into informatics practice.
  • Combine knowledge of patient care informatics concepts and change management to effectively address the information and knowledge needs of healthcare professionals and patients to promote safe effective and efficient use of health IT in clinical settings.
  • Engage other nurse and clinical leaders to promote clinician adoption.

QUALIFICATIONS AND EXPERIENCE

  • Master’s degree in nursing or equivalent combination of education and experience.
  • Ten or more years of clinical experience in a complex health care service delivery environment with expertise in scaling and spreading change in health care delivery.
  • College of Nurses of Ontario member in good standing.
  • Clinical Informatics or Health Informatics certificate preferred.
  • Previous experience implementing an EHR is an asset.
  • Experience of working and influencing at a senior clinical expert level, managing and leading a team/service, and acting as an interface between clinical, managerial, operational, Executive, and digital colleagues.
  • Ability to work strategically and autonomously, providing vision and leadership across disciplines and divisions.
  • Proficient in leading significant change, delivering timely and sustained quality improvements.
  • High-level analytical skills and the ability to draw qualitative and quantitative data from a wide range of sources and draw appropriate conclusions, and present them in a clear concise manner.
  • Highly developed interpersonal and communication skills to interpret and deliver highly complex and highly contentious information to multi-professional stakeholders who may have extremely strong opposing views on implementation of some digital systems.
  • Expert clinical knowledge and skills in clinical informatics to ensure successful implementation of technology that benefits patients care and achieves expected outcomes.
  • Experience of planning and managing change across teams/services in a multi-professional environment.
  • Ability to identify and articulate benefits of digital enabled change and drive through these benefits through to fruition.
  • Ability to gain exemplar clinical credibility with and influence fellow clinicians, managers and specialty leads including influencing clinical changes where appropriate.
  • Expert project management skill set and demonstrated success in large scale project implementation.
