Job description

Express Employment is partnering with the Town of Milk River, AB, to recruit a Chief Administrative Officer (CAO).

Salary: Negotiable based on experience.

Responsibilities:

  • Coordinate, direct, and supervise the implementation of Council's policies and programs.
  • Coordinate and direct presentations by administrative staff to Council regarding municipal operations, making recommendations where appropriate.
  • Ensure Council receives all necessary information and reports for effective policy decisions.
  • Attend all Council meetings or be represented by a designee, providing advice and guidance.
  • Keep the Mayor informed of daily operations.
  • Catalogue and communicate Council policies to relevant staff.
  • Develop procedures for budget preparation and financial reporting, including annual budget submissions and cost reduction recommendations.
  • Report administrative or financial matters to Council.
  • As Human Resources Officer, develop personnel policies, supervise staff, and recommend staffing levels and benefits.
  • Perform duties as Development Officer for the Town.
  • Enforce Town by-laws and resolutions.
  • Handle resident requests, inquiries, and complaints, establishing policies for such interactions.
  • Serve as Chief Purchasing Agent to ensure cost-effective procurement of goods and services.
  • Liaise with other authorities and government bodies as required.
  • Stay informed of governmental and community affairs and inform Council and staff of significant trends.
  • Delegate responsibilities as appropriate to establish an efficient administrative structure, in accordance with relevant laws and by-laws.
  • Perform additional duties as assigned by Council.
