Manage the day-to-day delivery of high-quality Special Inspection (SI) and U.S. Field Evaluation (USFE) for a designated product group. Responsible for ensuring operational and financial targets are met for the assigned group. Ensures delivery of these services is consistent with, and in support of, corporate and divisional policies and objectives. Provides high-quality certification services that meet the client’s needs in the most efficient and effective manner possible while ensuring safe products are available in the public marketplace. This activity requires the interpretation of standards, processes, and procedures as well as providing technical guidance; analysis; product testing information; compliance and maintenance recommendations; technical reviews, and independent checks. Seeks career-related training and builds experience towards improving competencies needed to safeguard the integrity of the CSA Mark.
Manage day-to-day operation and delivery of Special Inspection (SI) / U.S. Field Evaluations (USFE) in the assigned product group. Schedule work and control service delivery output. Manage all aspects of the employee’s work; allocate resources as required; monitor daily productivity, quality of work, regular equipment maintenance, and progress against established goals and targets. Ensure all aspects of the services delivered meet divisional and corporate policies and procedures. Determine and initiate actions required to improve service delivery. Correct operational and equipment-related deficiencies as appropriate to ensure deadlines and financial targets are met.
Manage employees by providing direction and leadership to all service delivery employees within the designated area. Hire, train, discipline, and terminate staff as required. Develop and assign performance/productivity goals and monitor the efficiency levels of staff to ensure high-quality execution of certification and testing services. Assist in the growth of employees through training and career development activities. Approve employee overtime, vacation, and expense accounts as appropriate.
Develop the business plan and operating budget items for the assigned product group in conjunction with the Senior Manager and PGMs. Determine annual capital and capacity requirements and develop forecasts based on these determinations. Monitor progress towards accomplishing plan objectives and budget targets, including purchase and installation of capital equipment. Identify and implement any corrective actions required to achieve goals. Responsible for ensuring customer satisfaction indicators and financial targets are met (revenue and margin) for the designated area.
Manage and resolve customer issues concerning Special Inspections (SI) / U.S. Field Evaluations (USFE) on a regular basis. Respond to general questions; provide technical assistance, discuss and resolve issues around scheduling and project completion. Identify and resolve customer complaints and employee-related performance issues. Cultivate good CSA-customer and employee-manager working relationships.
Responsible for ensuring the high quality and safe delivery of certification and testing services within the product group. Ensure all staff is trained in appropriate work methods and is compliant with quality documents and safety procedures. Monitor the quality of the work completed by the product group staff; identify and resolve any gaps in product knowledge, technical skill level, and customer service or safety procedures. Respond to non-conformances resulting from everyday operations, quality and safety audits, and implement corrective actions. Demonstrate and promote a commitment to service delivery quality and safety.
Assure service delivery and conduct inspection projects as necessary (up to 50% of the time). Review staff’s inspection reports and assess the quality/completeness of reports.
Develop monthly management reports. Provide regular information on the team’s financial results, productivity, customer satisfaction, and safety, as requested by the Senior Manager. Contribute to highly sensitive and confidential reports concerning items such as capacity management, organizational redesign, work relocation, employee job content, and policy/procedure development.
Ensure that corporate and divisional procedures and guidelines are effectively communicated and implemented in the unit. Discipline staff that fails to comply with communicated policies and procedures. Inform staff of relevant organizational or work changes as appropriate.
Manage field evaluation projects concurrently and ensure completion within time frames and cost deadlines. Evaluate products against requirements of the national/international standards and precedent decisions. Make technical decisions.
Maintain accurate, orderly, and complete test data. Analyze test results and determine compliance. May identify reasons for inconsistencies between data and expected results. Conduct construction evaluation, ensuring the unit complies with the construction section of the standard; identify the rationale for compliance or non-compliance.
Evaluate and qualify companies in the administration of Certification Programs. Review customer test methods and systems; review new/old product designs and all applicable documentation. Ensure all test equipment and quality procedures are within guidelines. Provide technical briefings on new and existing requirements.
Provide technical information service to clients. Liaison with customers in the design stage to ensure requirements of national/international standards are met without compromising confidentiality. Provide technical guidance and training. Answer inquiries regarding standards and legal requirements.
Bachelor's or degree in Engineering with 5-7 or more years of job-related experience.
2-4 years of Special Inspections (SI) / U.S. Field Evaluations (USFE) experience/Experience conducting Gas SIFE projects.
1-3 years of managerial experience or related managerial tasks.
Experience with Gas products and applicable gas standards an asset.
Thorough knowledge of Standards and testing procedures.
Thorough knowledge of CSA certification options, programs, and services applicable to a variety of equipment.
Fully knowledgeable in all national/international standards through research of standards, documentation, bulletins, and technical articles in the area of specialty.
Proficient in written and spoken communication in both English and French is strongly preferred.
Good interpersonal, communication, and presentation skills required.
Conflict resolution skills to deal with employee and customer issues.
Strong organizational and time management skills to complete job tasks independently and in a time-efficient manner.
Ability to work unsupervised in a team-based work environment.
Ability to communicate effectively with external customers, auditors, QA Managers, and technical staff.
Ability to assess and report on upcoming product trends within the assigned market group.
Ability to read and interpret engineering drawings and test data as required to complete assigned duties.
Problem resolution to deliver high-quality and timely service.
The analysis required to formulate financial and business plan forecasts.
Technical report writing.
Computer proficiency (Word processing, Microsoft Word, Excel); keyboarding.
Use of various lab equipment, instruments, and tools.
In British Columbia, the typical hiring range for this position is $92,920 to $121,958; however, based on a variety of considerations (such as education, licenses, certifications and/or experience), CSA Group reserves the right to flexibility outside of the stated range.
