Job description

Certification Officer

Location: Halifax, N.S., Canada — Hybrid (40% onsite / 60% remote). The role requires travel to naval vessel sites, dockyards, and the Thales Malahat facility.

Position Summary

This role supports Royal Canadian Navy programs for the Arctic and Offshore Patrol Vessels (AOPV), Joint Support Ship (JSS) class, and Minor Warships and Auxiliary Vessels (MWAV) under the Thales in‑service contracts. The Certification Officer is the main point of contact for Classification Society surveyors, coordinates scheduled surveys, and advises the Service Delivery and Engineering teams on certification matters related to corrective and planned maintenance, engineering changes, and regulatory compliance.

Key Tasks

• Identify all re‑certification activities and maintain them in the Class maintenance program planning tool.
• Support Thales Service Delivery with certificate‑related tasks, coordinate schedules with Class, Ship Staff, and internal teams.
• Liaise with Classification Society personnel during surveys, inspections, and engineering changes affecting Class compliance.
• Assess the impact of ship defects and engineering changes on certification, participate in Technical Risk assessments, and manage Conditions of Class mitigation and resolution.
• Maintain certification tracking tools and deliverable lists for AOPV, JSS, and MWAV vessels.
• Review the Captain’s Ship Book to keep certificates up to date and aligned with the Technical Data Package, serving as the point of contact with DND on certification issues.

Regulatory Compliance

This position requires access to hardware, software, or technical information controlled under the Canadian Export Control List and the US Export Administration Regulations (EAR). All applicants must be eligible to obtain the required authorizations.

Minimum Qualifications

• Understanding of Classification Society rules (Lloyd’s Register, ABS, DNV) and ship classification regulations.
• Knowledge of the International Association of Classification Societies (IACS), International Maritime Organization (IMO), SOLAS, and Polar Code.
• Proficiency in English.

Preferred Qualifications

• Previous experience as a Marine Surveyor with a Classification Society.
• Minimum 5 years of surveying or maintenance of vessels to commercial or military standards.
• Familiarity with Navy certification requirements (e.g., ANEP 77).
• Transport Canada Marine Engineer certificate or equivalent.
• University degree in a related marine engineering field.
• Registered as a Professional Engineer (P.Eng.) in the province of practice.

Special Position Requirements

• Schedule: 40 hours per week.
• Physical environment: Involves inspections onboard naval vessels, machinery spaces, bending, twisting, working at heights, and confined spaces.
• Travel: Occasional domestic or international travel may be required.
• Transportation: Personal transportation required to travel between home, office, warehouse, and dockyard locations.

Compensation

Total Target Cash: CAD 85,000 – 120,000 per annum.
