Keolis North America is seeking a Central Control Facility Lead Controller to oversee the operations of the Control Room, ensuring safety and efficiency for the Waterloo Light Rail network. The ideal candidate will possess strong leadership and communication skills, with at least one year of experience in a railway control room. This role includes coordinating rail movements, leading incident response, and providing training to the team while managing a 24/7 operational environment.

Working as part of a dynamic Operations Department, you will work in the Central Control Facility (CCF) to provide leadership support and assistance to the CCF Manager. He/she assists in ensuring the safe and efficient running of the Control Room by making efficient use of resources to provide the optimum service to passsengers.

Experience and Qualifications
Minimum 1-year of experience in a railway Control Room
• Minimum 1-year SCADA experience
• Capable of learning and implementing operating rules and procedures for normal, abnormal and emergency conditions of the railway
• Ability to understand technical information and relay it in a manner that is clearly understood by others
• Ability to deal with conflicting priorities in a calm manner and explain their decision-making process
• Recognize levels of responsibility and accountability
• Must hold a valid G class driver license at all times
• Proven knowledge in Microsoft Word, Excel, and PowerPoint
• Prepared to support a 7 day per week, 24 hours per day operation required to work various shifts including weekends and holidays
• Demonstrated team and leadership skills with a desire to expand in their role
Coordinate and assist in the delivery of Central Control Facility and Operations Departmental duties
• Coordinate all rail movement along the alignment and troubleshooting of defective equipment, report anomalies to the Infrastructure Department
• Coordinate resources, which includes LRV Operators, where required
• Ensure the break schedule and room rotation is adhered to and assisting in coverage as required.
• Manage Permit to Work including management of OCS and associated procedures • Monitor safety and security via CCTV and help points • Perform the duties of LRV Operator when required onh the network • Any other duties as indicated by management.
Plan and execute response for incidents for the entire Waterloo Light Rail network
• Assist the CCF Manager in safely leading the response to incidents and failures
• Manage service performance within operational, emergency and incident response plans
• On-site incident response, attend to incident and coordinate incident recovery as KGR Commander.
Provide training and coaching support for CCF Team
• Actively support the CCF Manager with coaching, motivation, communications and encourage a cooperative culture amongst Control Room Operators to deliver efficient passenger services and maximize adherence to schedule • Participate in the training of new employees and refresher training for current employees
• Assist in the maintenance of SOP’s; and ensuring the Control Room staff are familiar with procedures
• Stays apprised of all changes to rules, procedures and working practices, and ensures that changes are fully understood • Perform ongoing review of Operations Procedures • Produce daily operations reports and performance data
• Conduct all work in line with quality management expectations, as outlined in the relevant company directives and procedures;
