Organizational Information

Purpose of your Position - Non Union: The Business Services Application Manager provides strategic direction, project management, technical expertise, direction, and support for the corporation’s Business Services, and Property / Land systems. Responsible for managing the selection, acquisition, configuration, and implementation of commercial application software and platforms. It is also responsible for managing the design, development, and implementation of custom software solutions. Responsible for internal (network) and external (Internet) application integration and security including custom-developed desktop applications for the corporation. Responsible for working with the Chief Technology Officer and the IS management team to assess future direction of technology and enterprise systems and provide technical leadership. Work with the Chief Technology Officer to analyze and translate business strategies, plans, and requirements into efficient and effective information systems within determined budgets. There will be a tight working relationship between the Business Services Application manager, Data Services and Analytics manager, Infrastructure manager and the Intelligent Cities manager due to interdependence of data, analytics and customer service between the four areas.

  1. Project Management
    • Develop and manage project plans for the development of medium and large IT projects (GIS, Property systems, Asset Management)
    • Manage project teams that incorporate staff from different departments and consultants
    • Plan for budget, resources and infrastructure to support the projects
    • Document and inform Chief Technology Officer, City Managers and Staff on project progress and status
  2. Design, Implementation and Support of systems
    • Analyze the options for design and implementation of systems and software including comparison of in-house work vs. contract work
    • Develop and design an installation strategy and coordinate deployment of the same
    • Minimize the potential for the loss of information should systems fail including backup schedules and contingency plans
    • Develop and implement contingency plans in the event of component / system failures
  3. Manage Development Group
    • Direct the activities of the Development Group including Business and Network Analysts
    • Assess and manage the application systems training for the corporation
  4. Technical Architecture
    • Assess the demands and needs that each application has with respect to the operating platform
    • Determine alternative ways to achieve operating efficiencies on the given platform given the intricacies of each system
    • Implement improvements / enhancements across the operating platform
    • Keep current with new directions in technology and determine how they could be used by the City

Operating budget: 5.5 million

Capital budget: 2 million

Who has final spending authority: Chief Technology Officer

11 Direct Reports: Develop, inspire, hire, assess, discipline and reward employees

Credentials - Union Knowledge - Non Union: Bachelor’s Degree in Computer Science supplemented with a minimum of 10 years’ experience in the Information Technology / Services field and appropriate management experience. Comprehensive understanding of computer systems, software development life cycle, Agile project management, application integrations, software quality assurance, system security, GIS technology, web development. Project Management Professional (PMP) or Program Management Professional (PgMP) certification is preferred.

Additional Hiring Information

Pay Rate: $126,500 to $147,500 annually
