Job summary

Federation of Canadian Municipalities (FCM) seeks a Project Officer, Capacity Development to design and deliver capacity-building programs for municipal staff and elected officials across Canada. You will coordinate learning events, develop resources, and measure impact of GMF initiatives.

In a hybrid role based in Ottawa, you will lead cross‑functional collaboration, manage partnerships, and coach teams to support residential retrofit financing programs.

Qualifications

• University degree in environmental studies or public administration, or a related discipline.
• Strong knowledge of sustainable municipal development and program management.
• Experience in group facilitation and consensus building.
• Excellent written and oral communication, with ability to present to high-level audiences.

Responsibilities

• Develops and delivers capacity-building activities for municipal staff and partners.
• Leads the design and production of information and education resources and trainings.
• Coordinates in-person and virtual meetings, workshops, and learning events.
• Supports program evaluation design and data collection.
• Maintains relationships with capacity development program partners and stakeholders.
