Canada Customs Operations Manager

The Canada Customs Operations Manager will be primarily responsible for the movement of parts, equipment, and vehicles across borders, managing salaried bargaining unit employees, administering programs related to border movement, and supporting the Canada Customs Manager to ensure minimal customs risk in accordance with CBSA Regulations and Programs.

Responsibilities will include:

  1. Supporting Management with Security (PIP): Maintain PIP Portal Account for FCA Canada, FCAT, and ATS; ensure Security Profiles are up to date; support CBSA reviews of facilities as needed.
  2. Ensure a secure International Supply Chain: Collaborate with the Manager and U.S. team to assist Suppliers in obtaining C-TPAT or PIP validation.
  3. Movement of Parts and Vehicles across borders: Ensure a robust CSA Program that simplifies border requirements related to customs release, accounting, and compliance.
  4. Training: Educate staff, carriers, and stakeholders on proper use of CSA release privileges.
  5. Metrics Review: Monitor and improve monthly metrics for CSA releases and alternatives like A49 and PARS.
  6. Emergency Contact: Provide after-hours support for plants and service providers to expedite releases.
  7. Legislation and Regulatory Compliance: Support the Canada Customs Manager in adhering to CBSA and other government agency regulations.
  8. Export Activities: Manage CERS and Summary Reporting.
  9. Service Provider Management: Ensure compliance in processes and data handling.
  10. CSA Platinum Audit: Oversee annual audits.
  11. Reporting: Generate reports for internal and external stakeholders.
  12. Month-End Processes: Manage the RSF Close.
  13. Data Compliance: Collaborate with ICT groups to ensure data feeds meet CBSA standards.

Basic Qualifications:

  • Bachelor's Degree
  • Minimum five (5) years of Customs and Supply Chain experience
  • Certified Customs Specialist or Licensed Broker designation
  • Thorough understanding of CSA (Customs Self-Assessment)
  • Knowledge of CARM (Customs Accounting System)
  • Management skills
  • Legally eligible to work in Canada
