Job description

Overview

Reporting to the Supervisor, Parking and Traffic enforcement, this position is primarily focused on public relations, regulatory enforcement, and administrative functions related to public compliance with street and traffic regulations, park use bylaws, as well as outreach to vulnerable persons as part of joint inspection teams.

Examples of key responsibilities include, but are not limited to:
  • Supporting cross departmental outreach teams on joint inspections when addressing potential vulnerable persons using RV’s, motorhomes, and trailers and long term dwellings.
  • Interpreting, explaining, issuing and enforcing applicable bylaw notices and municipal tickets related to the work.
  • Patrol all areas of Richmond, enforcement for vehicle infractions under the City's bylaws, arrange for the impoundment of vehicles (towing), and issue violation notices.
  • Operation of the City’s Licence Plate Reader vehicle(s) as scheduled.
  • Conduct bylaw related inspections of off-street parking lots as well as on-street zones, including perimeter dykes and City wharves and piers.
  • Parking meter testing, servicing and repair.
  • Preparing documentation for ticket violation dispute within the Provincial adjudication system.
  • Responsible for filling out forms, log sheets, collating counts and reporting work activity.
  • Assist the Bylaw Liaison Officer 2 in monitoring and enforcing bylaw violations pertaining to public and private property as required.
Knowledge, Skills & Abilities:
  • Sound knowledge of provincial regulation(s) and City bylaw(s), as it relates to off-street parking, traffic control, boulevard maintenance, and other public property use bylaws.
  • Knowledge of evidence collection procedures with skill in note taking and maintaining accurate records.
  • Ability to perform investigations using independent critical thinking and sound judgment.
  • Ability to provide effective customer service and to diffuse hostility in an effective manner; consistently maintain a professional and diplomatic demeanour.
  • Ability to deal both tactfully and firmly with the public and possess the capacity to deal professionally with the RCMP, external agencies, City staff & other officials.
  • Ability to work both independently and interdependently while exercising sound judgement and initiative.
  • Ability to compose various types of standard and non-standard correspondence including emails, letters and reports.
  • Ability to use Richmond Enterprise Document Management System (REDMS) or a similar Electronic Records Management System.
  • Skilled in the use of equipment, programs and software applications required for the work, such as laptop, smart phone, parking application, Licence Plate Recognition software, Tempest and Microsoft Office programs including Outlook, Word and Excel.
  • Understand of the City’s geography (including all main roadways within and adjoining the City) and familiarity with BC’s provincial adjudication system is considered an asset.
  • Ability to successfully clear a Police Information Check (PIC).
Qualifications and Experience:
  • Completion of Grade 12 or equivalent, supplemented by related coursework in subjects such as bylaw enforcement, inspections, conflict resolution and/or investigations, equivalent to one (1) year post secondary program supplemented by a minimum of two (2) years of related experience is required. An equivalent combination of education, training and/or experience may be considered.
  • Completion of Bylaw Compliance, Enforcement & Investigative Skills 1 (JIBC) is preferred.
  • At least one (1) year of experience in bylaw enforcement is preferred.
  • A valid Class 5 Driver’s Licence for the Province of British Columbia and a safe driving history.
Working Conditions:
The work involved requires a high level of public contact with a diverse range of people, often encountering difficult situations. Routine physical effort is required (walking, running, lifting, climbing, etc.). Work is performed in all weather conditions, both on foot, bike and driving a vehicle. Must be willing to work a flex time schedule which will include weekend shifts.
