Job description

The City of Penticton is seeking to fill a full-time, temporary position (three months with the possibility of extension) of Bylaw Enforcement Officer in our Bylaw Services Department. This department provides services related to regulatory issues to enhance community safety and livability, complementing police services. The department is committed to delivering professional bylaw education and enforcement efficiently and in accordance with Council direction.

Reporting to the Bylaw Services Manager and Supervisor, the Bylaw Enforcement Officer (BEO) performs administrative, inspectional, and regulatory work to enforce bylaws concerning property use, buildings, parking, business regulations, zoning, noise, signage, etc. The BEO investigates violations proactively and reactively, seeking compliance through education and enforcement, and maintains public contact by explaining bylaw provisions.

In addition to core responsibilities, the BEO works proactively to enhance community safety through engagement and support initiatives.

Key Accountabilities :
Community Safety
  • Identify vulnerable populations at risk and collaborate with community partners to connect them to services.
  • Work with the Social Development Department and partners on proactive enforcement approaches for vulnerable groups.
  • Participate in the Coordinated Access Supportive Housing (CASH) table for information sharing on housing needs.
  • Identify high-risk individuals and collaborate with the Community Active Support Table (CAST) for intervention.
  • Identify individuals in medical distress during patrols and contact appropriate agencies.
  • Administer naloxone in overdose situations.
  • Liaise with city departments and safety agencies such as RCMP, Fire Department, and community partners to resolve issues collaboratively.
Bylaw Enforcement
  • Investigate and inspect customer complaints to resolve recurring bylaw violations.
  • Support prosecution of bylaw offences and dispute adjudication.
  • Conduct patrols in parks, trails, beaches, and public spaces to educate and enforce bylaws, maintaining visibility in all weather and terrains.
  • Manage service calls, document notes, evidence, and photographs.
  • Maintain records and prepare reports for the Bylaw Services Manager.
  • Assist in training new officers through an Officer Coaching program.
Public Engagement
  • Provide education and enforcement for all municipal bylaws, including those related to community safety and livability issues such as homelessness, panhandling, and nuisances.
  • Respond to public inquiries and provide community education programs as needed.
Required Knowledge, Skills, and Abilities :
  • Knowledge of municipal bylaws, adjudication hearings, and city layout.
  • Understanding of enforcement authority, evidence rules, and court procedures.
  • Proficiency with computer systems for investigations.
  • Strong interpersonal, problem-solving, and decision-making skills.
  • Effective communication skills, both written and verbal.
  • Conflict management and discretion in sensitive situations.
  • Ability to work flexible shifts, including evenings and weekends.
Education, Training, and Experience :
  • At least 2 years of experience in a municipal regulatory role interacting with the public.
  • Experience working with vulnerable populations, including those facing homelessness, mental health, or addiction issues.
  • Conflict resolution training.
  • Completion of Grade 12 and Bylaw I & II certification or equivalent.
  • Relevant coursework in social work, sociology, dispute resolution, criminology, or social justice is preferred.
  • Ability to pass a Police Information Check (Vulnerable Sector).
Licenses :
  • Valid Class 5 B.C. Driver's License.

Position Details :

Full-time, temporary (3 months with potential extension), 40 hours/week, irregular hours including evenings and weekends.

Wage: $38.40 - $42.34 per hour (Pay Grade 13 CUPE)

Benefits: 15.5% in lieu of benefits, vacation, and statutory holidays.
