Purpose of your Position - Non Union

The Business Services Application Manager provides strategic direction, project management, technical expertise, and support for the corporation’s Business Services and Property / Land systems. Responsibilities include managing the selection, acquisition, configuration, and implementation of commercial application software and platforms, as well as designing, developing, and implementing custom software solutions. The role involves managing application integration and security, working with the CTO and IS management team to align technology with business strategies, and collaborating with related managers due to interdependent data and analytics needs.

Key Responsibilities
  1. Project Management
    • Develop and manage project plans for medium and large IT projects (GIS, Property systems, Asset Management)
    • Manage project teams with staff and consultants from various departments
    • Plan budgets, resources, and infrastructure support
    • Report progress and status to CTO, City Managers, and staff
  2. Design, Implementation, and Support of Systems
    • Analyze design options and compare in-house vs. contracted work
    • Develop installation strategies and coordinate deployment
    • Implement backup and contingency plans to prevent data loss
  3. Manage Development Group
    • Oversee activities of Business and Network Analysts
    • Manage application systems training for staff
  4. Technical Architecture
    • Assess system demands and operating platform needs
    • Identify efficiencies and implement improvements
    • Stay current with technological advancements and evaluate their applicability

Budget and Staffing

  • Operating budget: $5.5 million
  • Capital budget: $2 million
  • Final spending authority: Chief Technology Officer
  • Direct Reports: 11
Credentials - Non Union

Bachelor’s Degree in Computer Science with a minimum of 10 years’ experience in IT/services and management. Knowledge of systems, SDLC, Agile, integration, security, GIS, web development. PMP or PgMP certification preferred.

Skills & Abilities - Non Union

Strong analytical and problem-solving skills, excellent communication, customer service orientation, adaptability, teamwork, and independent work capabilities.

Pay Rate: $126,500 to $147,500 annually
