POSITION: Business Planning Specialist
REPORTS TO: Manager Business Planning and Intelligence
DEPARTMENT: Finance

SALARY: $81,900 - $96,356

ACCOUNTABILITY STATEMENT:
The purpose of this position is to identify, collect, analyze and report data to support organizational plans and objectives through development of business cases, annual reports and annual business plans. This position will work with division and department leadership, and other stakeholders including Ministry staff, to identify, document, plan and measure department performance objectives, business cases and business plans.

MAJOR DUTIES/ RESPONSIBILITIES:
  • Collaborate closely with the Lead, Business Planning, to gather and document detailed requirements from stakeholders related to business plan, annual report and business cases.
  • Work with the Business Planning and Intelligence team to ensure all business needs and objectives are accurately captured and aligned with overall strategic goals.
  • Define the scope and parameters of business plans.
  • Assess requirements for the business case through intake, discussion and cross validation to establish scope and parameters for the business case development.
  • Write comprehensive technical documents, including business processes, requirements, cost analysis, and workflow models.
  • Collaborate with the Business Planning and Intelligence team to determine data sources, collection methods, and ensure data quality.
  • Analyze data and develop and present multiple alternatives, evaluating their economic and operational impacts to recommend the best strategies for the business plan.
  • Conduct thorough research on industry trends, existing processes, and projects.
  • Ensure all documentation supports the development and presentation of the business plan, with input and review from the Lead, Business Planning, and the Business Planning and Intelligence team.
  • Act as the primary point of contact for internal and external stakeholders.
  • Develop and maintain project schedules in consultation with the Lead, Business Planning.
  • Monitor progress and ensure timely delivery of business plans, identifying and addressing any potential delays or issues promptly.

REQUIREMENTS:
  • College diploma in Business Administration, Commerce, Finance, Business Intelligence or other related discipline, or an equivalent combination of education and experience
  • 3 – 5 years’ experience with strategic planning and business analysis
  • Experience in business operations, program management, finance or marketing
  • Experience with continuous improvement planning and implementation
  • Experience with business case development, business planning and business report writing
  • Knowledge of Ontario’s transportation policies and regulatory landscape is preferred
  • Advanced skills with Microsoft 365 (Word, Excel, Outlook, PowerPoint, Teams)
  • Project management skills
  • Excellent communication with the ability to conduct presentations
  • Organizational, planning and time management skills
  • Analytical, strategic thinking and creative problem-solving skills
  • Ability to manage multiple projects with shifting deadlines in a fast-paced environment
  • Commitment to health and safety
