Qualifications
MINIMAL FORMAL EDUCATION REQUIRED:
- Bachelor degree in a related discipline from a reputable Canadian university (or equivalent) is required.
EXPERIENCE:
- A minimum of five years’ of recent experience in administration or other relevant area of expertise is required.
- Background and experience in health or a University environment is required.
- Familiarity with collective agreements and processes relating to collective agreements.
- Experience with building process maps and evaluating processes.
- Human Resources or Business Administration background is a valuable asset.
- An acceptable equivalent combination of education and experience may be considered.
SKILLS AND ABILITIES:
- Office management skills, including efficient time-management, strong organizational skills and skills allowing for effective prioritizing of work are required.
- Ability to coordinate workflow, identify processes requiring improvement and recommend, develop, and implement modifications to improve efficiency or develop and implement new processes when required.
- Strong skills with computers and commonly-used software are required.
- Strong planning, problem-solving and project management skills are required.
- Knowledge of employment practices, Human Rights Legislation and Employment Standards required.
- Leadership abilities, including the ability to lead teams and projects and the ability to effectively co-supervise staff are required.
- Ability to work independently, with little direction or supervision is required.
- Ability to work effectively in teams or committees , including the ability to lead such committees, is required.
- Excellent interpersonal and English communication skills (both oral and written), required.
- Ability to work with a broad spectrum of University employees, from senior administrators to those in entry-level positions is required.
- A satisfactory work record, including satisfactory attendance and punctuality, is required.
OTHER JOB RELATED QUALIFICATIONS:
- Familiarity with issues relating to academic/faculty affairs and health education preferred.
- Experience or interest in working with a university or other educational institutions preferred.
- Familiarity with the University of Manitoba preferred.
Key responsibilities
Administration / Operations:
The Business Manager works collaboratively with the University of Manitoba, Health System (including but not limited to Shared Health, WRHA, CCMB) and UMG as required to ensure the provision of timely and accurate information for the Departments and resolution of issues that span their administrative and operations roles as described below:
- Leads the Rady Dean’s Office HR group in the processes of academic hiring and academic affairs, including providing guidance and advice on the process of hiring and recruitment to other managers.
- Reviews procedures and controls in place to ensure smooth workflow of hiring and recruitment, in conjunction with Human Resources and Finance functions, including the request to fill process and reclassification request process.
- Provides support for academic leadership appointments, including UMFA and GFT positions.
- Manage, plan and coordinate a high volume of diverse and extremely confidential activities.
- Supports Department Heads and Dean searches. Attends committee meetings as required to provide advice and guidance.
- Provides guidance on UMFA salary assignment and on other academic leadership compensation based on UM standard practices.
- Supports in the development and implementation of Faculty strategic and operational plans.
- Advises on administrative matters and represents and acts on the Vice Dean’s behalf on the rendering of business decisions.
- Ensures appropriate governance is in place for the unit to run effectively and efficiently.
- Identifies and implements policy and procedural changes or other solutions that resolve departmental issues.
- Ensures new initiatives from the University of Manitoba, Health System or UMG are implemented in Departments with the appropriate procedures and policies to support them.
- Representation of Academic Affairs and the Rady Deans HR unit on various committees.
- Participates in faculty wide projects as recommended/assigned jointly by the Vice Dean and the Executive Director.
- Other duties as assigned.
Human Resource:
The Business Manager works collaboratively with the HR Departments of the University of Manitoba, Health System (including but not limited to Shared Health, WRHA, CCMB) and contracted HR services for University Medical Group staff as required to ensure the provision of timely and accurate HR information for the Departments and resolution of HR issues:
- Manages 6 direct reports, including: interviewing, hiring, training, motivating, monitoring, assigning and distributing workload, disciplining and evaluating performance.
- Completes all HR forms for hiring of academic and non-academic appointments, including letters of offer, other academic appointments, nil appointments, etc.
- Makes decisions with respect to changing hours of work and work schedules and authorizes overtime.
- Monitors office coverage including reception, records absences, monitors vacation schedules, and submits absences to payroll.
- Plans meetings with individual staff to review job performance, job descriptions, discuss goals and responsibilities and follow up monitoring, making adjustments, giving direction and reviewing progress.
- Establishes performance standards and reviews step increases.
- Ensures that any changes to job are reflected in job descriptions.
- Resolves conflicts involving support staff as required.
- Ensures that staff have developed and maintained current procedures manual for their position.
- Establishes office procedures and interprets university, health system and UMG policies applied to the office.
- Ensures that staff members are aware of all relevant office policies and procedures.
- Supports implementation of new academic faculty onboarding
The Business Manager works collaboratively with the Finance Departments of the University of Manitoba, Health System (including but not limited to Shared Health, WRHA, CCMB) and UMG as required to ensure the provision of timeline and accurate financial information for the Department and resolution of financial issues. Specifically duties will include but not be limited to:
- Develop and implement reporting system for monitoring specific components and service delivery within the department.
- Partner with the University of Manitoba, Health System and UMG to complete all necessary financial schedules in order to recruit new academic faculty to the Departments.
- Works collaboratively with the Provincial Medical Administration Office and Shared Health Finance to integrate recruitment and retention activities with effective management of the medical remuneration budget for the Departments.
- May be required to perform related duties not exceeding skills and capabilities as required .
