Major Responsibilities
- Maintain awareness of current trends, practices, and directions in risk management, compliance, assurance, and validate "best practices" for the division, recommending implementation where appropriate.
- Develop and oversee projects related to compliance reviews, quality assurance, and risk management, supporting the Division Head and senior management.
- Develop risk management, assurance, and compliance work plans, and respond strategically to legislative, regulatory, and policy changes impacting division processes.
- Review operations and administration processes to ensure internal controls, quality standards, policies, and requirements are maintained.
- Design, coordinate, and implement program evaluations, operational reviews, and audits, providing internal risk and assurance advice.
- Conduct studies and prepare reports on program service delivery, organizational change, and resource allocation, with recommendations for improvements.
- Assist in identifying and mitigating risks across business units to meet program objectives and ensure policy compliance.
- Develop and implement plans and policies for project and program requirements.
- Participate in strategic planning activities, develop business plans, performance reports, and service delivery plans.
- Conduct cost-benefit analyses and prepare recommendations on service delivery methods, including budget and staffing implications.
- Design modifications to business processes to improve service delivery, performance, and customer satisfaction.
- Provide management consulting and advisory services on diverse projects and programs.
- Oversee projects and programs, ensuring effective teamwork, communication, and performance monitoring.
- Research and analyze processes, costs, and business flows to optimize service delivery.
- Conduct financial analyses and prepare business cases for budget adjustments.
- Analyze data to identify trends, report findings, and recommend improvements.
- Develop terms of reference for studies and reviews, defining scope and methodology.
- Identify impacts of emerging issues, recommending solutions.
- Lead the development of division's key performance indicators and reporting frameworks.
- Collaborate with City staff and stakeholders to ensure coordinated project delivery.
- Participate in committees and working groups, supporting interdivisional initiatives.
- Research developments in the field, legislation, and policies to inform practices.
- Act as the main contact for MFIPPA requests and complaints, responding timely.
- Participate in senior management meetings, providing expertise and guidance.
- Manage assigned budgets within approved limits.
- Handle confidential information for strategic planning.
- Prepare procurement documents and oversee contract administration.
- Provide training and education to staff as needed.
Key Qualifications
- Post-secondary education in a relevant discipline or equivalent experience.
- Experience with audit standards, risk management, and compliance systems.
- Experience in change management and project management of complex initiatives.
- Strong interpersonal, organizational, and communication skills.
- Proficiency in Microsoft Office applications.
- Ability to handle confidential matters with discretion.
- Valid Ontario Class "G" Driver's License and ability to obtain a City Permit.
