As a Business Lead, you will provide business leadership and expertise for the development, implementation, and management of strategies, plans, and systems from multiple program areas.

Other key responsibilities include:

Business Planning & Leadership:

  • Plans and leads the development of strategic business and operational plans necessary to support program areas to achieve health priorities and ensures access to emergency stockpile equipment and supplies as well as lifesaving drugs during health emergencies.
  • Develops related business materials such as business cases, options, costing of supplies and equipment, processes and business practices, and presents recommendations to senior management.

Contract & Supply Chain Management:

  • Manages the contractual agreement between Supply Ontario, warehouse, and distribution vendors to ensure compliance and quality of performance under terms of established contracts and agreements.
  • Responds to issues and enquiries and recommends course of action.
  • Manages and monitors status of deliveries, receiving processes, purchase order details, and stock management.
  • Develops and maintains business relationships with service providers and vendors to acquire services and products and with broader public sector health service providers.
  • Coordinates the acquisition process within Vendor of Record requirements and engages with procurement specialists to ensure goals and timelines are achieved.
  • Manages and develops the maintenance of resource and contract reporting, tracking, and management systems.
  • During an emergency, supports all aspects of supply chain logistics to support the response.

Successful candidates will demonstrate the following:

  • Expertise in business planning, operational management, and resource management for procurement initiatives.
  • Skills in logistics, emergency simulations, and health emergency supply chain planning and response.
  • Knowledge of processes to prepare business materials for executive approval, including business cases and cost options.
  • Ability to prepare procurement materials, manage contracts, and monitor agreements.
  • Skills in budget monitoring, financial analysis, and audit functions to ensure compliance with standards.
  • Proficiency in managing initiatives and developing project management systems.
  • Ability to collect data, review business needs, and develop options for supply chain management.
  • Skills in developing and maintaining resource and contract reporting systems.
  • Strong oral and written skills to liaise with management, colleagues, and vendors, and prepare various business documents.

Communication Skills:

  • Strong negotiation skills to negotiate contractual agreements and services and to develop and maintain business relationships with service providers and vendors.
  • Ability to provide strategic resource planning and management expertise and advice to senior management to meet the supply chain management requirements.
  • Well-developed interpersonal skills to develop and maintain liaison with senior management to keep abreast of initiatives, provide advice, and resolve issues.
  • Strong presentation skills to communicate supply chain initiatives, respond to queries, and make presentations to senior management.

Problem Solving & Decision-Making Skills:

  • Ability to research business needs, options, and alternatives for supply chain initiatives.
  • Experience defining business needs, conducting research on best practices, and providing advice on benefits and risks of strategies.
  • Able to identify issues and pressures impacting procurement and warehousing to ensure quality control and security of materials.
  • Strong leadership skills to provide expertise in developing, implementing, and managing strategies, plans, and systems for resource management.
  • Able to support all aspects of supply chain logistics, maintaining critical interactions with other divisions and ministries.
  • Proven experience developing policies and plans for short and long-term implementation of initiatives.
  • Ability to manage contractual agreements between the warehouse and distribution vendors or providers for procurement initiatives.
  • Ability to work within provincial procurement directives, emergency management policies, and supply chain management best practices.
