Project Overview
Ontario's current medical triage algorithm plays a crucial role in prioritizing emergency medical calls. The Ministry of Health is implementing the Medical Priority Dispatch System (MPDS), a gold-standard solution used in communication centres globally. This aligns with Patients First and Enhanced Emergency Services Ontario. CSIMB will integrate required new data feeds into the Ministry's data environment to support seamless reporting, system monitoring, and analytics.
Key Responsibilities
- Data architecture for ADDS Power BI solution (representing 40% of time)
- Solution Architecture Document
- Data Flow Diagrams
- Conceptual/Logical/Physical Data Models
- Databricks Lakehouse Design
- Power BI Semantic Model Design
- Role model and security design, including Row-Level Security Design
- Data Governance Framework
- Data Lineage Documentation
- Performance & Capacity Plan
- Environment and Continuous Integration and Continuous Delivery (CI/CD) pipeline design
- Non-Functional Requirements
- Architecture review and Sign-Off Package
- Hands on Power BI development for reports (representing 60% of time)
- Design and develop Power BI semantic models
- Connect and integrate Databricks data sources
- Implement DAX measures and KPIs
- Build dashboards and reports
- Configure security and RLS
- Optimize performance
- Support testing and deployment, and provide technical documentation and knowledge transfer
Qualifications & Requirements
REQUIRED
- Must be able to work 5 days onsite per week
- 5+ years of Power BI development experience
- 7+ years of experience in data architecture

- 5+ years of Power BI development experience.
- Expert-level DAX, Power Query, and data modeling skills.
- Advanced SQL and data warehouse development experience.
- Ability to design enterprise semantic models and reporting architectures.
- Strong stakeholder management and leadership skills.
- Experience mentoring developers and leading BI initiatives.
- Business Analysis Skills - 10 points
- Strong experience of working with business team to identify and gather requirements for Business Intelligence enhancements or defect fix items
- Experience in performing deep-dive data analysis to resolve data issues and answer questions from business
- Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills
- Data Architecture Skills - 30 points
- 7+ years of experience in data architecture.
- Expert knowledge of dimensional modeling, star schemas, and enterprise data warehouse design.
- Strong experience designing Power BI semantic models and enterprise reporting solutions.
- Strong expertise with Databricks, Azure Data Factory, Data Lake, Synapse, and SQL Server.
- Proven experience implementing data governance, security, and performance optimization strategies.
- Ability to translate business requirements into scalable data architecture solutions.
