A leading company seeks experienced professionals in software development for public sector projects. Candidates should possess strong knowledge of SDLC, Agile methodologies, and experience with legacy systems and modern application delivery. This role demands a focus on service delivery in complex public services, aiming for effective IT solutions.
Demonstrated experience with the Software Development Lifecycle (SDLC) and methodologies such as waterfall and Agile, with a focus on iterative development and delivery, and proven ability to lead sprints.
Demonstrated experience with Business Object Oriented Modelling, UML tools, and techniques.
Experience with Public Sector Digital Service Standard and Digital assessment processes.
Experience with the Zachman framework, Public Sector Architecture Governance Points, and deliverables.
Technical Skills
Proven experience in investigating, analyzing, and estimating system applications in large, integrated mainframe and mid-tier environments.
Experience with all stages of automated system implementation in complex mainframe environments, including online, batch, and financial reconciliation transactions.
Experience supporting legacy infrastructure hosting environments such as mainframes, and modernizing legacy applications.
Experience implementing business solutions using off-the-shelf solutions like Oracle Siebel systems and photo comparison technologies.
Ability to document requirements using storyboarding tools such as Azure DevOps and Jira.
Experience with HP ALM (Quality Center) to support testing activities.
Experience with prototyping tools to deliver high-quality prototypes and mock-ups.
Experience submitting and managing project collateral (conceptual and logical) in repository tools like PowerDesigners.
Experience with reporting tools such as Microsoft Power BI.
Business Subject Matter Knowledge and Expertise
Good understanding of program and service concepts, best practices, business processes, rules, stakeholders, relationships, service delivery models (including self-service/digital service), private and public partnerships, in complex, high-impact public services related to licensing, registration, permits, enforcement, safety inspection, photo identification, and fraud prevention, particularly in relation to IT application software delivery.
