Description

We are seeking a highly skilled Senior Business Analyst with expertise in data analysis, systems integration, business process analysis, and stakeholder management. The ideal candidate will have experience in Ontario Public Sector (OPS) projects, a deep understanding of data and IT systems, and strong analytical capabilities to support digital transformation initiatives.

This role is critical in bridging the gap between business needs and technology solutions by working closely with stakeholders, IT teams, and project managers. The successful candidate will excel in data analysis, systems optimization, business process re-engineering, and data-driven decision-making to drive operational efficiency.

Key Responsibilities

1. Data & Systems Analysis
2. Lead the elicitation, analysis, and documentation of data and system requirements.
3. Develop core data analysis artifacts, including:
4. Data Requirements Documents (DRD)
5. System Requirements Documents (SRD)
6. Data Models (ERD, UML, Data Flow Diagrams, etc.)
7. Use Cases & User Stories with well-defined acceptance criteria.
8. Analyze business challenges and recommend strategic technology solutions.
9. Data analysis and mapping
10. Extract data from databases via querying languages such as SQL and LINQ
11. Business & Requirements Analysis
12. Lead the elicitation, analysis, and documentation of business and functional requirements.
13. Develop core business analysis artifacts, including:
14. Business Requirements Documents (BRD)
15. Functional Requirements Documents (FRD)
16. Process Models (BPMN, UML, Data Flow Diagrams, Swimlane Diagrams, etc.)
17. Use Cases & User Stories with well-defined acceptance criteria.
18. Analyze business challenges and recommend strategic technology solutions.
19. Stakeholder Engagement & Communication
20. Act as the bridge between business units, IT teams, and external vendors.
21. Facilitate requirements workshops, Joint Application Development (JAD) sessions, and stakeholder interviews.
22. Collaborate with Product Owners, Project Managers, Developers, and QA teams to ensure clarity in requirements.
23. Present findings, reports, and recommendations to executive leadership and senior stakeholders.
24. Systems Optimization & Digital Transformation
25. Conduct systems analysis and optimization to improve business efficiency.
26. Identify opportunities for automation and digital transformation.
27. Lead systems re-engineering initiatives, ensuring alignment with organizational goals.
28. Support implementation of data-driven decision-making strategies using analytics.
29. Agile & Project Support
30. Work within Agile (Scrum/Kanban) and Waterfall project environments, applying appropriate data analysis and business analysis techniques.
31. Support Product Owners in backlog refinement, prioritization, and roadmap planning.
32. Collaborate with IT teams to ensure that data and business requirements are properly translated into technical specifications.
33. Business Readiness & Change Management (Support Role Only)
34. Ensure that business stakeholders are prepared for new processes, systems, or automation initiatives.
35. Work closely with Product Owners and Project Managers to align business expectations and minimize resistance to change.
36. Provide documentation and knowledge transfer to support smooth transitions and long-term sustainability.

• Data & Business Analysis & Requirements Management (35%)
• Proven experience in gathering, analyzing, and documenting data, system, and business requirements.
• Expertise in Business Analysis working Visio diagrams and swim lane diagrams.
• Ability to define use cases, user stories, and acceptance criteria for IT solutions.
• Strong analytical skills for identifying business problems and proposing solutions.
• Experience in systems re-engineering and workflow optimization.
• Experience with database analysis and SQL language.

Stakeholder Engagement & Communication (25%)

• Ability to effectively liaise between business users, IT teams, and external vendors.
• Experience leading requirements workshops, JAD sessions, and stakeholder interviews.
• Excellent documentation and presentation skills for communicating business needs to technical teams.
• Strong negotiation and facilitation skills to align diverse stakeholder interests.

Technical & Tools Proficiency (15%)

• Hands-on experience with data and business analysis tools, including:
• JIRA, Confluence, Azure DevOps (for requirements tracking & project collaboration).
• Visio, Lucidchart, MIRO (for process modeling and workflow visualization), Figma.
• SharePoint, MS Teams (for document management & team collaboration).
• Familiarity with data-driven decision-making tools (Power BI, SQL, Advanced Excel) is a plus.
• Knowledge of ERP, CRM, or Cloud-based business solutions is an asset.

Systems Optimization & Digital Transformation (20%)

• Experience leading systems re-engineering initiatives to improve efficiency.
• Ability to identify automation opportunities and workflow enhancements.
• Understanding of Agile (Scrum, Kanban) and Waterfall methodologies to support IT teams.
• Strong problem-solving skills with a focus on data-driven decision-making.

Public Sector (OPS) Experience (5%)

• Prior experience working in Ontario Public Sector (OPS) or other government environments.
• Familiarity with OPS governance frameworks (Stage Gate, ITIL, security policies, etc.).
• Understanding of OPS procurement, regulatory compliance, and service delivery models.

Must Have

• Experience delivery in a tight deadline and high-pressure environment.
• Strong communication skills, leading and hands-on exp.
• Experience working on large budget and full life cycle of a project.
• Expertise in Business Analysis working visio diagrams and swim lane diagrams.
