What you will be doing:
Review and evaluate end-to-end business processes and supporting policies with various departments to assess business problems, articulate business requirements and identify areas of improvement as part of the Budget Management Transformation effort.
Lead the gathering, validation, and documentation of business and functional requirements related to budget management, cash flow forecasting, financial planning, financialreportingand accountability mechanisms.
Facilitate workshops, interviews, and working sessions with business stakeholders to understand current state challenges and define desired future state procedures, polices and operations
Conduct gap analyses between current and future state financial practices and procedures and identify areas of optimization
Translate business needs into clear functional specifications and work closely with developers, testers, and configuration teams to ensure alignment.
Support the development and update of budget management policies, financial accountability protocols, and procedures aligned with public sector best practices.
Provide subject matter expertise onfinancial systemsused for budgeting and forecasting (e.g., ERP, Dynamics, Oracle, SAP).
Validate system configuration against documented requirements, identify enhancement opportunities, and contribute to issue resolution.
Support user story development, test case design, andUAT coordinationto ensure solutions meet user needs.
Collaborate with the Project team and change team to define roles and responsibilities, required system enhancements, training gaps and process change recommendationsin order toenable Budget Managers to fulfill their responsibilities.
Act as a functional liaison between all stakeholders, ensuring effective and timely communication.
Support the PM and CM in tracking requirements progress, functional risks, and interdependencies and incorporating communication and change management strategies to drive adoption and align outcomes with project goals
What you must have:
Minimum of 5 years of experience in business analysis or functional analysis roles in large complex environments, ideally within public sector finance or budgeting environments.
Experience in the use of business process systems, business reporting design and development, data management, and new systems implementation,
Demonstrated knowledge of financial operations, cash flow forecasting, budgeting, and financial policy frameworks.
Experience working with or implementing financial management systems (e.g., Microsoft Dynamics, Oracle, SAP, Unit4, JD Edwards).
Strong analytical, facilitation, and process-mapping skills (e.g., Visio,Lucidchart, or similar tools).
Knowledge of advanced analytics and business intelligence tools for financial reporting and decision making.
Experience contributing to organizational change initiatives, ideally in collaboration with change management professionals.
Excellent verbal and written communication skills; able to communicate complex ideas clearly to diverse audiences.
Strong stakeholder engagement and consensus-building capabilities.
Deals comfortably with senior management and can present and converse with people in positions of authority
Results-oriented with strong people and time management skills, highly organized, motivated, and driven to succeed
Ability to work collaboratively with project managers, change managers, and cross-functional teams.
PMI-PBA, CBA, or PROSCI certification is an asset.
