We're looking for individuals who thrive working in the field, conducting inspections and code enforcement on a variety of residential and commercial structures and properties, and performing investigations on complaints. Please note: Candidates who have not yet achieved full Building Safety Codes Officer Certification are encouraged to apply and may be considered for a Building Safety Codes Officer I position. Applicants who hold their Safety Codes Officer Certification will be considered at the Building Safety Codes Officer II level.
What will you do?
- Conduct plans examination and review of permit applications for newly constructed and/or renovated buildings and structures by assessment for compliance with bylaws, building codes, regulations, and other municipal standards
- Notify applicants of findings by appropriate correspondence and reports
- Coach applicants to resolve issues related to a particular permit application and follow up on conditions and notices to ensure deficiencies are corrected
- Create and issue building permits including authority to withhold, suspend, revoke, and extend permits through existing processes. Keep accurate records in POSSE
- Grant detailed permits for construction to proceed at different stages as per submitted and approved plans
- Consult with or assist other municipal working units, such as Development Approvals and Service Centre Staff, provincial authorities, or associations on complex information such as discussing code interpretations and applications in order to ensure a cohesive and user-friendly report when permits are granted or with expectations of further corrective actions when permits are not granted
- Input relevant data, reports, correspondence, and permits into POSSE and other data management systems used by the City
- Provide signatures on permits for issuance and ensure payment of fees prior to permit issuance
- Prepare legal agreements for cranes and hoardings (crane swing path and overhead work)
- Coordinate approvals for other departments including Fire Rescue Services, environmental, IIS, development appeal board, Alberta Health Services, etc.
- Provide interpretations and information relating to the Building Code, bylaws, or other regulations to the contractors, designers, developers, or citizens, as applicable. Build relationships with builders, applicants, contractors, and other external stakeholders to enhance City reputation and service delivery
Qualifications:
- Grade 12 and one of the following combinations of education and experience
- Journeyman Carpenter, Plumber, Electrician, Sheet Metal Worker or Bricklayer Certification recognized in Alberta with a minimum of five (5) years of journeyman experience in the construction of commercial and residential buildings
OR
- A two-year technology diploma in a related field or equivalent recognized in Canada and seven (7) years of relevant experience in the building construction industry after obtaining that diploma
OR
- Engineering or Architecture degree recognized in Canada and five (5) years of relevant experience in the building construction industry, at least one (1) of which must be completed after obtaining that degree
- Building Safety Codes Officer in the Province of Alberta having completed “Residential”, “Part 9” and “Part 3” or equivalent (Group A Level 3) certification through the Safety Codes Council in the Province of Alberta
Skills required for success:
- Demonstrated experience in the construction of buildings, including best practices and understanding of project scheduling
- Experience and knowledge of standard methods, techniques, materials, tools and equipment used in the building construction trades with experience involving Residential, Part 9 and Part 3 projects
- Ability to analyze, interpret and apply the Safety Codes Act, the Alberta Building Code, City Bylaws and related policies, procedures and regulations as they pertain to residential buildings
- Capable of identifying non-compliant construction with Alberta Building Code standards and assessing structural stability for buildings and structures from plans or on-site inspection
- Ability to understand and explain plans and designs from applicants, architects, and engineers, and effectively communicate information to various stakeholders through verbal and written means
- Customer-oriented and skilled at conveying technical concepts in a simple and professional manner to address diverse customer needs
- Efficiently handling multiple tasks, adapting to changing priorities, and working both independently and collaboratively as part of a team
- Proficient in the use of a computer, tablet and smartphones for data entry, plan review, and communication with customers

Conditions of Employment:
- Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position, there may be a cost associated with this requirement
- Valid Alberta Class 5 driver's license (or provincial equivalent)
- Candidates must arrange their own vehicle and business auto insurance to be reimbursed for mileage according to City of Edmonton policy
Work Environment:
- Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
- The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance

Hours of Work: This position requires you to work different hours per week at defined periods of the year
- Approximately April to September: 40 hours per week
- Approximately September to April: 33.75 hours per week
Salary Range - Safety Codes Officer II:
- 40 hours per week: $44.572- $56.014 (Hourly); $93,066.340 - $116,957.230 (Annually)
- 33.75 hours per week: $47.165 - $59.278 (Hourly); $83,092.940 - $104,433.020 (Annually)
