What we seek:

OCH is currently seeking a Project Manager for Building Commissioning. They will be responsible for overseeing the commissioning process for newly constructed buildings and re-commissioning or troubleshooting of existing facilities.

Project Manager –Building Commissioning with OCH:

This role ensures that all building systems—whether new or undergoing maintenance—operate effectively, meet performance specifications, and comply with applicable codes and standards. The Project Manager works closely with design and construction teams, contractors, and facility management to ensure optimal functionality and system performance for new and existing projects.

As a Project Manager –Building Commissioning, some of the things you will do include:

Commissioning of New and Existing Buildings:

· Lead and manage the commissioning process for new construction projects, including HVAC, electrical, plumbing, fire protection, Integrated Systems Testing (CAN/ULC-S1001), and building automation systems.

· Develop commissioning plans and schedules that ensure all systems are verified and perform according to design specifications and client expectations.

· Conduct and document system performance testing, verification, and troubleshooting throughout the commissioning and re-commissioning process.

· Oversee new equipment installations, identifying and resolving operational issues, conducting root cause analyses, and implementing corrective actions to improve energy efficiency and system performance.

Building System Optimization and Energy Management

· Collaborate with building owners, operators, and maintenance staff to develop strategies for system optimization and long-term performance improvements.

· Perform energy audits and assist with Building Condition Assessments, including defining project scopes.

· Manage Building Automation Systems (BAS), including setpoint adjustments and performance tuning as needed.

· Implement and participate in energy savings program from utilities and all levels of government (e.g. IESO, Enbridge, Hydro Ottawa, Greener Homes)

Project Oversight and Coordination:

· Serve as the primary point of contact for project stakeholders, including design teams, contractors, facility managers, and clients, ensuring commissioning and re-commissioning goals are met on time and within budget.

· Monitor project progress for both new and existing buildings, ensuring timelines, budgets, and deliverables are met.

· Identify project risks related to building systems commissioning and re-commissioning, and develop mitigation strategies to resolve issues.

Documentation, Compliance and Quality Assurance:

· Prepare comprehensive reports detailing test results, punch lists, and performance data, maintaining accurate records for both new and existing buildings, including as-built documentation and operational guidelines.

· Communicate progress and results to project stakeholders, including recommendations for system adjustments or improvements.

· Ensure all commissioning and re-commissioning activities comply with local building codes, safety standards, and environmental regulations.

· Conduct quality assurance inspections to confirm that construction and system modifications align with design intent and operational expectations.

· Perform audits of existing buildings to ensure systems meet current regulatory and performance standards.

Team Leadership and Handover:

· Coordinate and manage cross-functional teams, including engineers, contractors, and facility operators, to facilitate the commissioning and re-commissioning processes.

· Lead commissioning meetings and workshops, documenting and following up on action items to ensure timely resolution of issues.

· Organize training sessions for building operators and maintenance teams to ensure proper understanding and operation of commissioned systems, whether newly installed or re-commissioned.

What you bring:

Education & Experience:

A typical candidate will have the following qualifications and experience. Exceptional candidates with different qualifications will be considered at the discretion of the employer if demonstrated experience, knowledge, and ability warrant.

· Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Construction Management, or a related field.

· Minimum of five (5) years experience in project management for commissioning or re-commissioning in both new and existing buildings.

· Strong knowledge of building systems (HVAC, electrical, plumbing, automation) and proficiency in reading construction documents and project specifications.

· Familiarity with commissioning and re-commissioning standards (ASHRAE) and industry best practices for energy management.

· Experience troubleshooting complex building systems and identifying performance inefficiencies in existing facilities.

· Certification in Commissioning (CxA, CCP) or Project Management (PMP).

· Knowledge of green building initiatives and sustainable commissioning practices.

· Knowledge of Passive House Standard, Envelope commissioning Principles and Standards (ASTM) and Government/utility incentive programs

· Knowledge of Word, Excel, PowerPoint, Outlook, database applications and other standard corporate software

· Understanding of the diverse needs, abilities and social, economic, cultural and other factors present in OCH tenant communities

· Understanding of the values, vision and mission of Ottawa Community Housing and a commitment to support those objectives

· Knowledge of applicable health and safety act legislation, including the rights and responsibilities of workers related to construction sites

Skills and abilities:

· Strong organizational skills with the ability to set priorities, manage multiple competing activities, and meet deadlines in a fast-paced environment.

· Project management and leadership skills with the ability to lead multidisciplinary teams and effectively communicate across various levels.

· Excellent oral and written communication, presentation, and interpersonal skills, with the ability to adapt messaging to diverse audiences and synthesize complex data into clear materials.

· Strong negotiation, conflict resolution, tact, and diplomacy skills for handling sensitive issues.

· Proactive and collaborative team player with the ability to build and maintain strong relationships with internal and external stakeholders.

· Strong critical thinking and problem-solving skills with the ability to assess options and develop practical solutions.

Satisfactory Criminal Records Check

Valid "G" driver's license or equivalent and may require access to a vehicle for business purposes

Oral fluency and reading and writing abilities in English is required

Oral fluency and reading and writing abilities in French is an asset
