Canada Mortgage and Housing Corporation (CMHC) is seeking a Bilingual Senior Specialist in IT Performance and Planning to shape and evolve the IT portfolio. You will develop capabilities to support decision making and measure IT impact.

You will build frameworks, deliver insightful reports, and partner with IT leaders to align priorities with business value in a hybrid work environment.

About the role

Join CMHC’s IT Performance and Planning team, in the Bilingual Senior Specialist, IT Performance and Planning position, where you’ll play a key role in building and evolving the IT’s portfolio landscape. You’ll help shape the future of this new function by developing new capabilities to support and improve decision making.

Help shape how IT measures, understands, and demonstrates its impact.

What you’ll do:

• Build and evolve IT portfolio and performance measurement frameworks.
• Design and deliver clear performance reports that provide insight into IT prioritization, capacity, dependency and return on investments.
• Analyze complex data to identify trends, risks, and opportunities, and translate them into actionable recommendations.
• Partner with IT teams and leaders to define IT portfolio prioritization that reflect priorities and business value.
• Turn data into clear, concise narratives that help leaders quickly understand what matters and where to act.
• Improve the quality, consistency, and reliability of performance data across multiple sources.

What you should have:

• An undergraduate degree in business administration, analytics, finance, or a related field. An equivalent combination of education and/or experience be considered.
• A minimum of 7 years of experience in performance reporting, data analysis, or a similar role within a complex organization.
• A demonstrated experience in preparing and presenting investment portfolio management briefing materials to support governance activities and executive decision‑making.
• Strong analytical skills, with the ability to work through ambiguity and generate meaningful insights from complex data.
• Strong communication skills, with the ability to translate data into clear, compelling insights that influence decisions.
• A demonstrated ability to build relationships, collaborate across teams, and bring stakeholders along in establishing consistent practices.
• The ability to connect strategy to measurable outcomes through performance indicators and reporting.

It would be great if you also had:

• Experience building an investment portfolio practice.
• A familiarity with IT operating models, delivery environments, or governance practices.
• Experience driving continuous improvement in a changing environment.
