About the role

Bring your leadership skills and your learning and organizational development expertise to this Manager, Learning & Organizational Development position. This permanent full-time position is an exceptional opportunity to become a member of the People and Culture sector on the Talent Development, Culture and Inclusion team. You will provide strategic oversight of CMHC’s learning and organizational development programs. This includes designing, developing, implementing, and improving a variety of programs, tools, and resources to build workforce capability, enhance onboarding, support official languages, manage talent risks, and achieve business results. You will target learning to business needs and impact, creating a culture of continuous learning. Additionally, you will ensure our programs align with organizational direction while maintaining sustainable initiatives that promote an engaged, inclusive, and supported workforce.

What you’ll do:

  • Lead a team that manages human resources, programs and projects that have a broad impact across the organization, in areas such as company-wide training (including English/French testing and training), professional, development, performance management, leadership development, onboarding, coaching, and official languages policy and reporting. This includes the management of centralized, corporate learning budgets.
  • Lead the planning, execution, and management of large-scale corporate events, including our senior leadership conferences and New Employee Orientation session and tradeshow.
  • Design and implement innovative leadership development programs utilizing diverse learning modalities, while collaborating with stakeholders to create and deliver impactful content that drives leadership excellence.
  • Oversee the management and continuous improvement of modules in our HRIS (SAP SuccessFactors) including the Learning Management system and the performance and development module.
  • Develop and implement metrics to evaluate the effectiveness and ROI learning programs, utilizing data-driven insights to continuously improve program outcomes and ensure alignment with organizational goals.
  • Provide advice and guidance to senior management and a variety of stakeholders while making recommendation on how organizational development and learning strategies can support the business operations of the Corporation more efficiently and effectively.
  • Align learning programs and initiatives with leading best practices in the field, and demonstrate strength of programs through performance data.
  • Create opportunities that encourages linguistic duality of Canada’s two official languages, while promoting diversity, in implementing best practices to advance an inclusive and healthy organization.

What you should have:

  • A degree in a related field such as human resources, education or industrial psychology or an equivalent combination of related education and experience.
  • A certification in Adult Learning, Instructional Design, or related field, Certified Training and Development Professional will be considered an asset.
  • A minimum of seven years of prior relevant experience with at least three years of experience managing/leading others.
  • Sound knowledge and experience in strategic planning, resource allocation.
  • A solid understanding of learning and development, organizational development, leadership development, performance management, succession management, and culture shaping.
  • Demonstrated experience designing, developing and implementing impactful leadership development and learning solutions and programs using a variety of innovative approaches.
  • Knowledge of legislation and directives related to learning of official languages.
  • Demonstrated knowledge and experience in procurement of learning and development resources, and budget management.
  • Excellent communication (both official languages), presentation, influencing and relationship-building skills—able to work collaboratively across a variety of stakeholders, including senior management, subject matter experts, and creative teams.
