The Contingent Labour Office’s (CLO) mandate is to partner with the business to enable an expedited and customer-centric positive approach to engaging external resources. This mandate is achieved by:

  • Utilizing internal contingent workforce expert practitioners, who continuously expand their skills and remain up-to-date on market intelligence.
  • Acting as trusted advisors, to educate, challenge the status quo, and advise the business on creative approaches to find the right solutions.
  • Delivering a customer-centric approach to the business and external resources by minimizing administration efforts, anticipating their needs, projecting a ‘how can I help you’ attitude, and actively collaborating with Hiring Managers to deepen relationships.

Location: Anywhere in Canada will be considered, virtual work opportunity (1-2 days in office per month may be required for company meetings)

What You Will Do

Reporting to the Leader of the Contract Labour Office (CLO), the Contract Manager will execute processes and solve challenges related to external resources - during the initial setup, while on contract, and when renewing or departing - for all functions and locations across Canada (the CLO processes 1000+ external resources per year of varying size - from individual to multi-million dollar organizations). The Contract Manager:

  • Applies technical expertise to advise, guide, and support Hiring Managers in the engagement of external resources, critical to meeting the needs of their clients / projects.
  • Independently works on multifaceted complex cases, escalations, and requests to result in effective and timely resolution.
  • Handles complex contract revisions, risk assessments, change management, and manages difficult relationships.
  • Addresses matters related to classification, independence conflicts, Partner-level resources, immigration, taxation, data security, services outside Canada, federal security requirements, acquisitions, external-client requested resources, member-firm agreements, offshore resources entering Canada, alliances, contract negotiations, time/expense, staffing agencies, and subsidiaries.
  • Partners with internal SMEs such as Legal, Risk Management, Procurement, ITS Security, Finance, Partnership Matters, and external service providers.
  • Works on complex and high-risk cases related to external legislative and regulatory compliance, policies, independence, tax, immigration, and data security, under the guidance of the CLO leader.
The successful candidate would be responsible for, but not limited to:
Case Management (Standard)
  • Promote the CLO’s internal brand through a customer-centric delivery approach.
  • Manage all cases within KPMG’s vendor management system (Flextrack) as a super-user.
  • Train internal clients on submitting requests through Flextrack.
  • Gather, interpret, and assess information related to setup and case management.
  • Conduct due diligence on resources.
  • Educate and advise stakeholders.
  • Maintain communication with stakeholders.
  • Document and maintain information for reporting and compliance.
  • Identify complex cases.
  • Collaborate with team members to meet business needs.
Case Management (multifaceted / complex)
  • Manage escalations and complex cases with SMEs.
  • Mediate contract negotiations.
  • Draft clauses and liaise with vendors and Legal.
  • Navigate case complexities and conduct risk assessments.
  • Support change management initiatives.
  • Manage challenging client relationships.
Continuous Improvement / Projects
  • Recommend process improvements.
  • Stay current on legislation and practices.
  • Lead or participate in projects.
  • Perform other duties as assigned.
Miscellaneous
  • Respond to inquiries.
  • Provide reporting and training.
  • Respond to escalations.
  • Lead educational sessions.
  • Contribute to firm objectives.
  • Mentor team members.
What You Bring To The Role
  • College or University degree in a relevant field.
  • 5+ years’ experience with contract labour or contingent workforce management.
  • Experience drafting third-party agreements and liaising with multiple parties.
  • Exposure to immigration matters.
  • Excellent communication skills in English and French (bilingual preferred).
  • Ability to act as a trusted advisor and manage multiple stakeholders.
  • Attention to detail.
  • Ability to work in a fast-paced environment.
  • Organizational skills and ability to prioritize.
  • Focus on delivering value and continuous improvement.
  • Proficiency with MS Office, especially Excel.
  • Legal training or experience is an asset.
  • Experience with ServiceNow and Flextrack is an asset.

This position requires fluency in English. The candidate may need to support or collaborate with English-speaking colleagues or stakeholders and interpret policies, laws, and regulations.
