Overview

The Contingent Labour Office’s (CLO) mandate is to partner with the business to enable an expedited and customer-centric positive approach to engaging external resources. At the same time, balancing the commercial needs of the business with mitigating risk to the firm. This mandate is achieved by:

  1. Utilizing internal contingent workforce expert practitioners, who continuously expand their skills and remain up-to-date on market intelligence.
  2. Acting as trusted advisors, to educate, challenge the status quo, and advise the business on creative approaches to find the right solutions.
  3. Delivering a customer-centric approach to the business and external resources by minimizing administration efforts, anticipating their needs, projecting a ‘how can I help you’ attitude, and actively collaborating with Hiring Managers to deepen relationships.

Location: Anywhere in Canada will be considered; this is a virtual work opportunity (1-2 days in office per month may be required for company meetings).

What You Will Do

Reporting to the Leader of the Contract Labour Office (CLO), the Contract Manager will execute processes and solve challenges related to external resources—during setup, on contract, and during renewals or departures—for all functions and locations across Canada. The CLO processes over 1000 external resources per year of varying size.

The Contract Manager:

  • Applies technical expertise to advise, guide, and support Hiring Managers in engaging external resources.
  • Independently handles complex cases, escalations, and requests to ensure effective resolution.
  • Manages complex contract revisions, risk assessments, change management, and difficult relationships.
  • Addresses matters related to classification, conflicts of independence, immigration, taxation, data security, and other compliance issues, often partnering with internal subject-matter experts and external providers.
  • Works on high-risk cases involving legislative and regulatory compliance, policies, and guidelines related to engaging third-party resources.
Responsibilities

The successful candidate will be responsible for, but not limited to:

Case Management (Standard)
  • Promote the CLO’s brand through a customer-centric delivery approach.
  • Manage all cases within KPMG’s vendor management system (Flextrack) as a super-user.
  • Train internal clients on system use and request submission.
  • Gather and interpret information related to external resource setup and case management.
  • Conduct due diligence on resources.
  • Advise stakeholders on actions and keep them informed.
  • Maintain records for reporting, analytics, and audits.
  • Identify complex cases and collaborate with team members.
Complex/Multifaceted Case Management
  • Consult with Subject Matter Experts on escalations and complex cases.
  • Negotiate contracts and draft clauses in agreements.
  • Manage case complexities related to classification, conflicts, and compliance.
  • Support change management initiatives.
Continuous Improvement & Projects
  • Recommend process improvements.
  • Stay current on workforce legislation and practices.
  • Lead or participate in projects.
Miscellaneous
  • Respond to inquiries and provide education.
  • Generate and provide reports.
  • Manage client relationships and escalations.
  • Lead training sessions and contribute to firm initiatives.
Qualifications
  • College or University degree in a relevant field.
  • 5+ years’ experience with contract labour or contingent workforce management.
  • Experience drafting third-party agreements and liaising with multiple parties.
  • Exposure to immigration matters related to resourcing.
  • Bilingual in English and French, with strong communication skills.
  • Ability to act as a trusted advisor and manage multiple stakeholders.
  • Detail-oriented, organized, and capable of managing multiple priorities.
  • Proficient with MS Office, especially Excel; experience with ServiceNow and Flextrack is an asset.
  • Legal training or experience is an asset.

This role requires fluency in English. Candidates may need to support or collaborate with English-speaking colleagues or stakeholders. The position involves creating, interpreting, and applying policies, laws, and regulations.

Compensation & Values

The salary range for BC Region is $73,000 to $109,500, with potential bonuses. Compensation depends on location, skills, and qualifications. KPMG offers a comprehensive benefits package.
