The Contingent Labour Office’s (CLO) mandate is to partner with the business to enable an expedited and customer-centric positive approach to engaging external resources. At the same time, balancing the commercial needs of the business with mitigating risk to the firm. This mandate is achieved by:
- Utilizing internal contingent workforce expert practitioners, who continuously expand their skills and remain up-to-date on market intelligence.
- Acting as trusted advisors, to educate, challenge the status quo, and advise the business on creative approaches to find the right solutions.
- Delivering a customer-centric approach to the business and external resources by minimizing administration efforts, anticipating their needs, projecting a ‘how can I help you’ attitude, and actively collaborating with Hiring Managers to deepen relationships.
Location: Anywhere in Canada will be considered, virtual work opportunity (1-2 days in office per month may be required for company meetings)
What You Will Do
Reporting to the Leader of the Contract Labour Office (CLO), the Contract Manager will execute processes and solve challenges related to external resources - during the initial setup, while on contract, and when renewing or departing - for all functions and locations across Canada (the CLO processes 1000+ external resources per year of varying size - from individual to multi-million dollar organizations). The Contract Manager:
- Applies technical expertise to advise, guide, and support Hiring Managers in the engagement of external resources, critical to meeting the needs of their clients / projects.
- Independently works on multifaceted complex cases, escalations, and requests to result in effective and timely resolution.
- Has accountabilities for complex contract revisions, comprehensive risk assessments, change management, and managing difficult relationships;
- Handles matters relating to classification, independence conflicts, Partner-level resources, immigration, taxation, data security, services delivered outside of Canada, federal government security requirements, acquisitions, external-client requested resources, member-firm agreements, offshore resources entering Canada, alliances, contract negotiations, time/expense, agency/staffing firms, and subsidiaries; and
- Partners with internal subject-matter experts such as Legal, Risk Management, Procurement, ITS Security, Finance, Partnership Matters, and external service providers.
- Works on complex and high-risk cases related to external workforce engagement, including compliance with legislative and regulatory requirements (e.g., CRA, ESA), as well as KPMG policies regarding third-party resources, independence, tax, immigration, and data security.
The successful candidate would be responsible for, but not limited to:
Case Management (Standard)
- Promotes the CLO’s internal brand through a customer-centric delivery approach and demonstrates expertise and trustworthiness.
- Manages all cases within KPMG’s vendor management system (Flextrack) as a super-user.
- Trains internal clients on submitting requests through Flextrack and utilizing the system.
- Gathers, interprets, and assesses information related to setup and case management of external resources.
- Conducts due diligence on resources (background checks, independence, verification, etc.).
- Advises stakeholders on course of action and maintains ongoing communication.
- Documents and maintains information for reporting, analytics, and audits.
- Identifies complex cases and collaborates with team members to meet business needs.
Case Management (multifaceted / complex)
- Manages escalations and complex cases by liaising with SMEs.
- Negotiates contracts, drafts clauses, and manages risks related to classification, conflicts, immigration, taxation, data security, and other complexities.
- Supports change management initiatives and manages challenging relationships.
Continuous Improvement / Projects
- Recommends process improvements and stays current on relevant legislation and practices.
- Leads or participates in projects as assigned.
Miscellaneous
- Responds to inquiries, provides reporting, manages escalations, leads education sessions, and contributes to firm objectives.
- Mentors team members and broader HR community as appropriate.
What You Bring To The Role
- College or University degree in a relevant field.
- 5+ years’ experience with contract labour or contingent workforce case management, including drafting agreements and liaising with multiple parties.
- Experience with immigration matters related to resourcing.
- Excellent written and verbal communication skills in English and French (bilingual preferred).
- Ability to act as a trusted advisor, manage multiple stakeholders, and handle complex cases with attention to detail.
- Strong organizational skills, ability to prioritize, and focus on continuous improvement.
- Proficiency with MS Office, especially Excel; experience with ServiceNow and Flextrack is an asset.
- Legal training or experience is a plus.
Additional Information
This position requires fluency in English. Support or collaboration with English-speaking colleagues may be necessary. The role involves interpreting policies, laws, and regulations during employment.
Salary Range
The expected base salary range is $73,000 to $109,500, with potential bonuses. Salary is based on location, skills, and qualifications. KPMG offers a comprehensive Total Rewards program.
