Job description

The Provincial Deaf and Hard of Hearing Services (PDHHS) is an established program that provides services for Deaf hard of hearing and Deafblind children across the province. Through Provincial Outreach Local Services and contracted services PDHHS supports children youth and families with early years language acquisition system navigation connection to community resources ASL instruction ASL Interpretation Services and offers sitebased programs for students travelling to attend the Provincial School for theDeaf in Burnaby BC. The staffing complement of the program consists of Child Care Counselors Social Program Officers an administrative team and a Team Leader with additional auxiliary and regular staff supporting operations as needed. PDHHS is unique within the BC Public Service as most of the staff are Deaf and members of the Deaf community and / or bilingual and have a personal and professional commitment to the inclusion wellbeing and cultural safety of Deaf hard of hearing and Deafblind children and youth.

The Role

In this role you will be responsible for the supervision and allocation of resources including both human and financial as well as contract and operations management. You will focus on enhancing service delivery quality monitoring Government Ministry and program practice standards and policies and ensuring the smooth running of services designed to support Deaf hard of hearing and Deafblind children and their families. The impact of your work will be profound leading the enhancement and advancement of direct and contracted services for Deaf hard of hearing Deafblind children youth and their families.

In this role you must have a high level of proficiency in American Sign Language (ASLPI Level 4 for effective communication with staff children youth and families community partners and the Deaf community for whom ASL is their first language. This includes an ability to understand and express direction information and complex ideas.

In this role you must be proficient in written English including the ability to read write and understand English texts environment and understand internal communications policies and procedures.

Qualifications :

Education and Experience Requirements

  • Bachelors Degree or higher in a Human Services field (Human Services fields includes Social Work Child and Youth Care Clinical Psychology Counselling Psychology Nursing or a related / comparable degree).

NOTE : If your degree was obtained outside of Canada you need to confirm it has been assessed for equivalency through the International Credential Evaluation Services (ICES). You must request a comprehensive report and the MCFD supplemental report to be considered for this competition.

  • A minimum of 4 years experience in a supervisory / management position including responsibilityfor Human Resource management Labour Relations and Budget.
  • A minimum of 4 years experience in program and service delivery planning and evaluation.
  • Must have an ASLPI (American Sign Language Proficiency Level 4 or higher.
  • A minimum of 6 months experience in writing executive correspondence (briefing notes interpretation of contract language policies etc)
  • A minimum of 1 year of experience in a role working directly with children youth and families.

Preference may be given to applicants with one or more of the following :

  • Experience in BC Public Service Agency Operations (service contracts finance etc)
  • Delivering and leading Deaf hard of hearing and Deafblind services to children youth and families.
  • Applicants who selfidentify as Indigenous with the required combination of education and experience.
  • Applicants with 1 year or more experience in writing executive correspondence (briefing notes interpretation of contact language policies etc)
  • Experience operating 24 / 7 bedbased services for children and youth.
  • Experience working within a Union environment.
