About the BCLDB:

The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis and operates the retail brands BCLIQUOR and BC Cannabis Stores.

The LDB is committed to government’s goals of making life better for people in B.C., improving services, and ensuring a sustainable province for future generations. Finance is separated into five work groups (Finance Corporate, Finance Wholesale, Regulatory and Compliance, Finance Retail, and Shared Services) and provides financial services to all LDB departments. The Finance division provides financial reporting, advisory services, budgeting, capital asset reporting, and financial transactional processing (banking, accounting payable, accounts receivable). Finance is responsible for the LDB’s enterprise risk management program and oversees regulatory compliance for BC liquor manufacturers/warehouses.

About this role:

The Senior Finance Manager, Revenue & Banking provides expert advice and guidance regarding all aspects of accounts receivables, banking, and related financial analysis and controls. The Senior Manager leads and manages LDB’s accounts receivable and banking function, ensuring efficient transaction processing and compliance with regulatory requirements and performance targets.

The Senior Manager is responsible for financial stewardship, identifying risks and mitigation strategies, and the establishment of internal controls and processes to support accurate, timely, and efficient financial operations. This includes leading a multi-level service delivery team, and the provision of expert guidance to the operational lines of business.

The Senior Finance Manager leads and manages finance shared services including accounts receivable, reconciliation and banking, and contributes to the continuous improvement in the alignment between shared services and internal clients’ operational requirements. The Senior Manager is also accountable for contributing to the achievement of the Finance department’s service targets.

Position requirements:

Education and Experience:

  • Holds a Canadian professional accounting designation (CPA) and is a member in good standing. If your designation was obtained from outside of Canada, you will need to confirm it has been assessed for equivalency through an applicable Canadian Accounting Association.
  • Minimum of 3 years of *recent, related senior management experience in a large organization**:

*Recent, related senior management experience must have occurred within the last seven (7) years and must include the following experience:

  • As a senior financial manager, leading/managing a finance function/area for a large organization**, preferably in a wholesale/retail distribution environment.
  • Successfully leading significant change initiatives which improve the alignment of financial advice and services with the business requirements of internal client groups. Candidates must provide examples of change initiatives in their application to meet this qualification.
  • Providing supervision to multiple employees in a direct and indirect reporting relationship.

Preference may be given to candidates with 2 years of recent related experience in the beverage alcohol industry/supply chain.

**A large organization is defined as an organization that has one or more of: over 500 employees, over $30 million in revenue, and/or over $15 million in capital. Please include and detail this information in your application as it will be used to assess your qualifications.
