Job description

We are excited to share that we have a new opportunity to join our growing Election’s team!

The Edmonton Election is a large-scale, complex, highly legislated civic project that is held every four years, featuring tight timelines and a broad range of stakeholders. It is a project that requires agility, precision, and dedication, offering a unique opportunity to contribute to a process that enables Edmontonians to vote for Mayor, Council, and Edmonton Public or Edmonton Catholic school board trustees.

As the Ballot Account Lead, you will be responsible for preparing for and implementing ballot accounting procedures. Your key responsibilities include training ballot account staff, ensuring all necessary resources are in place, and overseeing the ballot accounting process to uphold the credibility of the electoral process and official election results. You will also supervise a team of approximately 10 ballot account reviewers responsible for validating the accuracy of ballot account and result of vote forms. This role requires a strong understanding of election legislation and procedures to ensure a thorough and timely ballot accounting process.

What will you do?

  • Develop and continuously refine ballot accounting processes & procedures, checklists, and tracking tools through stress-testing, simulations, and feedback
  • Assist in developing training guides and support the training of ballot account reviewers, ensuring their understanding of procedures and tools
  • Procure, maintain, and coordinate all necessary resources for ballot accounting with logistics and voting technology teams
  • Conduct final checks on resource availability, staff preparedness, and system functionality to ensure full operational readiness
  • Supervise the accurate and timely execution of ballot accounting processes according to approved procedures
  • Receive and track ballot account documents, monitor reconciliation, provide direction to reviewers, and promptly resolve any discrepancies
  • Lead, guide, and coach team members, setting expectations, assigning work, and monitoring progress and timelines
  • Identify, track, and report any issues or delays related to ballot accounting documents or processes
Qualifications

  • University degree in Accounting, Finance, Public Administration, Political Science, Business Administration, Management, Information technology or a related field
  • A minimum of 2+ years of progressively responsible experience in a complex and highly legislated environment, contributing strategically to operational success through policy, research, analysis, and project implementation
  • Background in accounting, financial operations, or other quantitative disciplines is required
  • Experience in understanding and applying federal, provincial, and municipal legislation and regulations (e.g., MGA, LAEA, and FOIP Act)

Assets:

  • Project management designation
  • Experience in human resource or volunteer management
  • Experience specifically with conducting elections
  • Experience leading and supervising a team

Skills required for success:

  • Knowledge of research methodology, including design and implementation, data collection, and trend and results analysis and presentation
  • Knowledge of local government processes
  • Excellent written and verbal communication skills, with a proven ability to develop well-structured strategic documents
  • Superior customer service skills and experience working with a diverse range of people in a helpful and positive manner
  • Proven ability to learn and adapt quickly in diverse areas such as policy and legislative analysis, business process development, and project management
  • Able to lead teams effectively, maintain alignment with strict statutory deadlines, and perform under pressure and in a sometimes stressful environment
  • Strong record-keeping skills and attention to detail
  • Demonstrated issues management and conflict resolution skills
  • Ability to have difficult conversations with others in a respectful manner
  • Ability to handle high volumes of work, short timelines and changing priorities efficiently (strong time management skills)
  • Experience using Google Workspace (Calendar, Docs, Sheets, Mail, Chat, Meet, etc)
  • Ability to maintain confidentiality and discretion when handling sensitive information

Work Environment:

  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
  • Possible Evening and Weekend Work. Availability to work evenings and weekends may be required during peak periods to ensure operational efficiency and meet business demands
