Job Description:

Parsons is seeking a talented Lock Out Tag Out Coordinator to join our team. This role is responsible for developing, implementing, and executing isolation/LOTO procedures and documentation for electrical and mechanical systems within the Edmonton Valley Line West Expansion project. The person will ensure compliance with safety regulations, promote a safety-first culture during construction, testing, and operations, and report to the Isolation Manager, working as part of the commissioning team. They will also substitute for the Isolation Manager & OCC controller as needed, implementing and managing electrical LOTO and isolations for commissioning and maintenance activities.

What You'll Be Doing:
  • Carry out duties assigned by the Isolation or Commissioning Manager during construction, commissioning, and operations.
  • Develop and maintain comprehensive LOTO procedures for all systems, including traction power, signaling, communication, and rail vehicles.
  • Ensure LOTO policies comply with OH&S and transportation safety standards.
  • Review LOTO documentation, switching schedules, and maintain an updated registry of equipment and isolations.
  • Coordinate and conduct LOTO training for employees, contractors, and new hires.
  • Supervise contractors, assess their competence, and authorize them based on experience and system understanding.
  • Provide technical guidance during LOTO events.
  • Monitor compliance with LOTO procedures across the project.
  • Participate in incident investigations, recommend corrective actions, and oversee preventative maintenance activities related to LOTO.
  • Maintain accurate logs of all LOTO events, including points, tags, and personnel involved.
  • Conduct regular audits of LOTO procedures and adherence among staff and subcontractors.
  • Communicate changes in LOTO procedures to relevant personnel and contractors.
  • Work closely with the Temporary Operations Manager and Safety teams to plan LOTO activities.
  • Manage implementation of all Temporary Operations SOPs.
  • Develop procedures for complex isolation activities during commissioning.
What Required Skills You'll Bring:
  • Bachelor’s degree in a related field (construction, electrical engineering, safety management, or equivalent).
  • At least 3 years of experience in rail traction commissioning, with 2 years in LOTO implementation, certified for HV, DC Traction, OCS, and LV systems.
  • Strong understanding of SCADA and automation.
  • Knowledge of electrical degraded mode scenarios, testing, and dynamic power/harmonic monitoring.
  • Experience with electrical commissioning and testing in a dynamic LRT project.
  • Familiarity with OHS construction regulations.
  • Ability to read and interpret project and system drawings.
