Job Description

The Associate Procurement Specialist is accountable for full lifecycle procurement activities with a portfolio of low to medium complexity procurement packages for the Canadian Surface Combatant (CSC) program, inclusive of systems, equipment, and material. You will perform research and analysis to underpin the development of comprehensive sourcing strategies; engage stakeholders to ensure progress and schedule adherence, perform supplier engagement activities for assigned portfolio; executing pre-qualification activities to on-board suppliers; develop & execute RFI/RFP, support supplier negotiation, prepare contracts and briefing papers supporting procurement activities, manage commercial activities (purchase orders invoicing) and post-award contract activities including review of deliverables, supplier performance and relationship management.

Responsibilities
  1. Perform required research and analysis to develop an optimal sourcing strategy across the assigned portfolio;
  2. Execute stakeholder management activities to ensure accurate, timely, and clear advice is provided to the business to support progress and schedule adherence;
  3. Perform full life cycle supplier management activities including all pre-qualification, supplier engagement, supplier negotiations, supplier performance management to ensure on time material delivery and IMS schedule adherence;
  4. Develop and implement Requests for Information and Request for Proposal, managing these sourcing events to meet cost management, and scheduling expectations;
  5. Perform full suite contract management activities for assigned portfolio including contract preparation, executive briefings, participate and/or lead negotiations, and post award contract administration;
  6. Fulfill Purchase Order management requirements including invoice review/attestation to ensure first time match invoice management.
Qualifications
  1. Post secondary education in a relevant discipline preferred;
  2. Introductory knowledge of end-to-end supply chain and general procurement activities;
  3. Demonstrated ability to complete assigned tasks, generally achieved over 0-2 years of relevant experience;
  4. Demonstrated ability to analyze & synthesize large amounts of information with high attention to detail;
  5. Demonstrated proficiency with MS office suite.
