Job Description

ECS is seeking an Assistant Program Manager to work remotely. Please Note: This position is contingent upon contract award. The candidate will support NOAA's Acquisition and Grants Office by leading a staff of contracting professionals involved in procurement, contract, and grants management activities. Responsibilities include project management, program management, and personnel management across all phases of acquisition and grant management lifecycle, including planning, requirements definition, solicitation, evaluation, award, post-award management, and closeout. Additional duties involve policy review, audit assessments, deliverable review, program tracking, meeting facilitation, quality assurance, and performance evaluation. Travel to various locations within the U.S. may be required.

Required Skills

  • Excellent written and verbal communication skills
  • Detail-oriented and well-organized
  • Strong technical review and writing experience
  • Minimum 15 years of experience with government grant management and acquisition principles
  • Minimum 10 years of project, program, and personnel management experience within federal procurement or grants sectors, managing portfolios over $500M annually
  • Ability to coordinate, direct, and supervise staff
  • Extensive federal acquisition and grant management experience

Desired Skills

  • Experience with NOAA policies, procedures, and tools such as FPDS-NG, SAM, PRISM
