Job description

This position works in the Reporting and Analysis organizational unit. Reporting to the Manager, Budgets and Reporting, the Assistant Manager, Budgets and Reporting is responsible for managing, directing, recruiting, training, coaching and evaluating the work of professional staff engaged in the preparation of financial and budget reporting and analysis as well as conducting investigations and administering discipline as required. In this role, you will plan and coordinate the preparation of financial plans and annual budgets while providing analysis and advice to managers. Assist with developing, maintaining, supporting and implementing new and revised reporting policies, processes and procedures and developing workshops and training materials in support of Finance policies and procedures for City staff. As an Assistant Manager, you will have the opportunity to participate in and review work related to year end audit reports and financial statements; validate and analyze financial information received from subordinates and other City departments and liaises with external auditors and vendors. Other responsibilities include preparing a variety of reports in accordance with corporate policies, financial accounting, auditing and budgeting policy, procedure, legislation and Canadian PSAB; drafting consolidated financial statements and collaborating with Information Technology and other departments to implement financial systems designed to provide accurate and timely financial information utilizing the City’s SAP Enterprise Resource System (ERP) and other applicable software and business intelligence reporting tools. Performs related work as required.

Qualifications include completion of a degree in Business Administration, Accounting, or a related discipline, supplemented by the Chartered Professional Accountant (CPA) designation with a minimum of three (3) years of related supervisory experience preferably in municipal government; or an equivalent combination of education, training and experience. This role requires the thorough knowledge of: Canadian Public Sector Accounting Board (PSAB), the Community Charter, and the Local Government Act pertaining to financial accounting, reporting and municipal budgeting. In addition, an Assistant Manager, Financial Operations will be equipped with a strong technical aptitude and advanced skills in the use of various software applications and Enterprise Resource Planning (i.e. SAP), business intelligence and other reporting tools. You will have the ability to effectively assist with the operations of the division; lead and/or participate in projects along with policy and process review and development; and interpret and administer regulations, statutes, bylaws and policies. The ability to establish and maintain effective working relationships with a variety of internal and external contacts and deal with confidential and sensitive information are vital to this role.
