Job summary

City of Charlottetown is seeking an Assistant Manager of Public Works to lead the Public Works Department, directing capital projects, design reviews and asset management. You will report to the Manager of Public Works and provide strategic advice on investment priorities and lifecycle planning.

ASSISTANT MANAGER OF PUBLIC WORKS
ENGINEERING AND CAPITAL PROJECTS

NATURE OF WORK: This is a professional management position responsible for delivery of a wide range of municipal public works and related services including the leadership and management of the public works and affiliated areas. Reporting to the Manager of Public Works, the Assistant Manager provides forward-thinking leadership and managerial expertise to achieve departmental objectives, progressive planning policies and sustainability practices. The responsibilities include working with the Manager to oversee all aspects of strategic municipal infrastructure maintenance, upgrades and improvements, as well as working to set specifications & requirements for new assets obtained through development or expansion.

ORGANIZATIONAL RELATIONSHIPS

• Reports directly to the Manager of Public Works.
• Assists the department by acting as a senior engineering and capital project leader responsible for planning, design, procurement, delivery and continuous improvement of municipal infrastructure programs.
• Provides strategic advice to the Manager on capital investment priorities, lifecycle planning and infrastructure risk.
• Leads engineering services for roads, sidewalks, active transportation, traffic, stormwater, municipal structures and other municipal infrastructure.
• Provides leadership to Public Works field Superintendents, Junior Engineers, permanent operational and seasonal works staff.
• Works closely with other department managers and relates to Council through the CAO or designate as well as directly through Standing Committees.
• Develops and fosters close working relations with various community groups and organizations, external government agencies, consultants, and associated professionals.
• Deals with the public with integrity and in a professional and courteous fashion.
• As a committed member of the senior leadership team for the City of Charlottetown, the Assistant Manager of Public Works provides valuable input for strategic planning to assist the organization in meeting the goals of Council and acts as a positive role model for all employees throughout the organization in provision of excellent service to our citizens.

PRIMARY FUNCTIONS/ACCOUNTABILITIES

• Provides leadership and accountability in achieving the goals and objectives of the Public Works Department.
• Leads the planning, design and delivery of the City’s annual capital works program.
• Assists in developing, implementing, and monitoring a broad and varied range of global and specific project budgets for responsible areas consistent with City policy, budget, procedures, legislation, and bylaws.
• Oversee functional (30%), preliminary (60%) and detailed (90%) engineering design reviews.
• Prepare and administer Requests for Proposals, tenders and engineering contracts.
• Assists with managing engineering consultants including scope, schedule, budget, quality and deliverables.
• Coordinate utility companies and regulatory agencies during design and construction.
• Lead transportation engineering initiatives including traffic studies, road safety reviews, active transportation and intersection improvements.
• Provides advice and recommendations to the Manager of Public Works and Standing Committee on technical and operational issues pertinent to operations and City practices. Assists in preparing Council reports, technical memorandums and Committee presentations.
• Provide technical review of development submissions and acceptance of municipal infrastructure.
• Provides high level of customer communications to public and staff in a department which has large degree of public service.
• Works closely to provide supporting and cooperative services to a number of other municipal departments, associated boards & commissions, as well as community service groups. Also, liaisons with Provincial transportation department in cooperative and mutually beneficial ventures.
• Responsible for building an effective team and developing positive work relations in a constructive culture, which involves hiring, supervising, engaging, training, and development of the City’s field and[GY1.1] Engineering leadership team.
• Act for the Manager of Public Works during assigned absences on engineering and capital matters.

REQUIRED COMPETENCIES

• Thorough knowledge of right-of-way infrastructure principles, liabilities, and best practices within the sector.
• Strong organizational, leadership, and conflict-resolution skills.
• Ability to effectively communicate with strong writing, presentation and listening skills that promote understanding and clarity in a respectful manner,

REQUIRED QUALIFICATIONS

• A Civil Engineering degree from a recognized college or university or demonstrated equivalent work experience.
• A minimum of six (6) years of progressive management experience, preferably within a unionized environment.
• A minimum of four (4) years of progressive supervisory experience in the field of Public Works, preferably in a unionized environment.
• Must obtain full membership (or eligibility) with the Association of Professional Engineers of PEI.
• Demonstrated computer proficiency and knowledge in the use of Microsoft Office software.
• Budgeting, Finance and computer experience would be considered an asset.
• Must have and maintain a valid driver’s license
• An equivalent combination of education and experience may be considered.

Salary: $101,073.08 – $118,909.78 annually as per the Management and Non-Union Benefits and Compensation Policy.
