Modernizing Payroll and Benefits Services for Ontario's Future

We are seeking a dynamic Assistant Deputy Minister (ADM) to lead service delivery of critical payroll services as well the modernization of our payroll processes and technology. The Pay and Benefits Services Division delivers bi-weekly payroll and benefits enrollment services to all Ontario Public Service (OPS) employees and several agencies, ensuring compliance with legislative requirements and collective agreements. This role is crucial in transforming our payroll operations, driving innovation, and enhancing efficiency across the division. The ADM will oversee payroll exceeding a billion dollars for more than fifty thousand employees, covering various collective agreements with varying entitlements and complexities. The ADM will also work collaboratively with Information & Information Technology partners to modernize core technology systems, while maintaining program delivery.

About the job

Leading the Pay and Benefits Services Division, and reporting to the Chief Negotiation Officer, you will:

  • provide strategic leadership and direction on the OPS human resources and payroll application, including the implementation of legislated and policy system changes
  • oversee incident management and ensure quality assurance and performance monitoring for payroll operations, services, and administration matters
  • provide senior-level guidance for a large geographically-dispersed team (approximately 250 employees, with branches led by 3 – 4 Directors) while demonstrating the Ontario Public Service leadership behaviours and fostering a culture of collaboration, inclusion, and excellence

Payroll and Benefit Administration Knowledge

You can confidently:

  • understand and provide oversight of complex payroll and benefits regulations, operations, and standards
  • lead technology and digital initiatives to enhance payroll services and processes
  • facilitate effective organizational change and decision-making processes
  • provide sound strategic advice to the Deputy Minister and internal partners to the effectiveness and efficiency of payroll administration initiatives

Relationship Management

You are a relationship builder who:

  • maintains effective partnerships across the OPS and externally with unions, pension plans, benefit providers, and other payroll stakeholders
  • promotes coordination, communication, and consultation
  • enhances stakeholder satisfaction through excellence in service
  • facilitate solutions amongst stakeholders with divergent perspectives
