The Department of Health and Social Services works under the direction of the Minister and Deputy Minister, in partnership with the Health and Social Services Authorities, to support the health and wellbeing of people across the NWT through planning, development, evaluation and reporting on program and service delivery.

Job Information

Working and living in Yellowknife, Northwest Territories, the ADM, CSCS plays a key leadership role in providing professional and comprehensive advice and strategic direction for the Corporate Services and Cultural Safety Branch. You will have the opportunity to lead and direct the development and management of initiatives designed to address systemic racism; improve client experience and engagement; access to insured health services; protection of privacy and effective information management and guide the planning for the infrastructure required to ensure delivery of effective and culturally safe client services.

Reporting to the Deputy Minister, this exciting position provides executive management oversight, leadership and support to the entire health and social services system and executive team to ensure:

  • Access to high quality and culturally safe programs and services.
  • Delivery of client services in the registration for and access to health services and programs.
  • Identification of infrastructure needs for the health and social services system.
  • Transformation of the health and social services system to shift organizational culture and service models to ensure program delivery is culturally safe and responsive to the unique needs of NWT residents and communities.
  • Privacy and protection of health information rights are upheld.
  • Stronger integration of community wellness planning and priority setting in service design and delivery.

The ideal candidate will possess advanced and demonstrated senior leadership skills in the area of public administration, public health and/or health and social services. Some of the key critical skills and abilities include:

  • Demonstrated skills in negotiation, leadership, management, strategic thinking, collaboration and human relations.
  • Excellent organizational, time management, prioritization, analytical, facilitation and presentation skills.
  • Very strong ability to communicate clearly, both orally and in writing, and to represent the department or government strategically at intergovernmental and public engagements.

Typically, these skills and expert knowledge are acquired through the completion of a graduate degree in Management, Public Policy, Health Administration, Business Administration, Indigenous Governance, or a related discipline with 12 years of progressively more responsible management experience, including the management and executive management of staff, projects, and financial resources; or equivalencies can include:

  • A Bachelor's degree in Management, Public Policy, Health Administration, Business Administration, Indigenous Governance, or a related discipline with 14 years of progressively more responsible management experience, including the management and executive management of staff, projects, and financial resources; or
  • A diploma in Management, Public Policy, Health Administration, Business Administration, Indigenous Governance, or a related discipline with 16 years of progressively more responsible management experience, including the management and executive management of staff, projects, and financial resources.

Salary Information

The salary range for this position is from $84.44 per hour to $120.63 per hour (approximately $164,658 - $235,229) plus an annual Northern Allowance of $3,700.
