HDR is seeking an Assistant Contract Administrator to join the Construction and Field Services team in the Greater Toronto Area to work on provincial and municipal roadway and highway construction projects. The position will be responsible for working with the Construction Contract Administrator in coordinating an onsite team of technical professionals and inspectors to oversee the implementation of construction inspection and administration tasks while representing the client onsite, and liaising with client representatives.

Responsibilities
  • Provide administration of complex bridge, roadway and highway construction projects, and when required provide onsite construction inspection.
  • Oversee and ensure Contract Administration deliverables are completed in accordance with client requirements.
  • Lead, coordinate and monitor onsite inspection duties and tasks are completed, and inspector’s diaries are kept up to date and accurate.
  • Utilize Construction/Contract Management System (CMS) on MTO and municipal construction contracts
  • Promote and oversee implementation of health and safety policies and procedures.
  • Maintain detailed daily diary of the contractor’s work, instructions provided, and overall issue and change management.
  • Review contractor activities are in accordance with the contract documents and requirements.
  • Provide oversight and confirmation of completed contract quantities are accurately calculated for processing progress and final payments.
  • Review, interpret, and analyze the Contractor’s initial critical path schedule to determine conformance to the contract, and provide regular review and analysis of monthly critical path schedules.
  • Supervise and perform quality assurance acceptance and inspection of construction works.
  • Coordinate specialty inspection and testing.
  • Liaise with the contractor and client representatives.
  • Attend project meetings and lead meeting, as required
  • Provide interpretation and recommendation of contractor submittals.
  • Support the Contract Administrator in negotiation of price agreements, change orders, claims and work directives.
  • Requires working nights, weekends, and extended shifts.
  • Travel to projects across the province for extended periods of time.
  • Other duties as assigned.
Preferred Qualifications
  • Certified by OACETT as a Road Construction Senior Inspector (rcsi), or Road Construction Contract Administrator (rcca) designation, and/or registered with PEO as a P.Eng. with relevant experience.
  • A minimum of 5 years of experience in administering and inspecting road and highway construction projects.
  • Demonstrated experience as an Office Person / Senior Inspector on 2 or more Ministry of Transportation Ontario (MTO) or municipal road projects with construction values of $5.0 Million or more.
  • Proven analytical, communication, and negotiation skills.
  • Knowledge and ability to utilize required Computer software (i.e. MS Word and Excel, Outlook)
  • Demonstrated knowledge of relevant Laws and Regulations (Environmental, Health and Safety, etc.) and their application in construction contracts.
  • Experience working with MS Project or Primavera (P6) would be considered a strong asset.
  • Ability to communicate effectively both orally and in writing
  • Ability to organize, prioritize and schedule work.
  • Ability to analyze and solve problems.
  • Valid Ontario driver’s license with an acceptable driving record, and access to a reliable vehicle.
Required Qualifications
  • 3 years contract related experience; advanced degree or contract certification program may substitute for years of experience
  • Professional, self‑motivated, well‑organized and detail‑oriented with the flexibility and ability to prioritize and handle multiple tasks in a fast‑paced environment
  • Ability to work independently and meet deadlines, with minimal management oversight
  • Excellent writing and people skills
  • Strong math and organizational skills
  • Proficient with Microsoft Office software
