Description

This position provides clerical and technical functions for the Assessment Department. The technician supports the Assessment Team with gathering and organizing data, in addition to entering information into the CAMA system. This position requires strong MS Office skills and a high degree of accuracy to support assessors applying legislated and professional standards and principles.

Internal/External Communication (10%)

External

  • Act as first point of contact for ratepayers, appraisers, realtors, etc., can respond to general assessment information regarding properties.
  • Responsible for managing general email box.
  • Determines assessor responsible for property inquiry.
  • Gives information to appraisers and realtors as appropriate for request.

Internal

  • Act as first point of contact for internal departments and forward to appropriate personnel based on information requested.

Land Titles (35%)

  • Creation, maintenance, and deletion of data on the assessment roll. Includes property characteristic information received from various sources (plans of subdivision, certificate of title, requests for information from property owners, etc.).
  • Coding sales transaction for review by Supervisor, monthly.
  • Coordinate with Supervisor to assist with mailing Sales Verification (SV) and Farmland Declaration (FD) Requests for Information, involves mail merge, collate, mail.
  • Input SV/FD notes into CAMA system.
  • Print current month sales list (vacant and improved), sort per assessors’ area, collate titles with each report, distribute to assessors for processing.

Leases/Acquisitions (5%)

  • Maintain all leases:
    • Alberta Sustainable Resource Development
    • Foothills County Road Allowance
    • Alberta Transportation
    • Foothills County Land Acquisitions
  • ASRD quarterly updates
    • Update lease info in CAMA system.
    • Attach digital files in CAMA system.
    • Forward lease information to Supervisor for review.
  • Other leases – same steps as ASRD as required (no formal lease update schedule).
Linear/Designated Industrial (5%)

  • Receive linear information from Supervisor &/or Taxes.
  • Enter information into CAMA system.
  • Balance CAMA system to Provincial linear file.
  • Corrections; process with collaboration with Supervisor.

MLS/Permits/RPR’s (15%)

MLS

  • Access CREB Pillar 9 once a week to review new listings.
  • Update internal assessment spreadsheet with new listing information.
  • Enter listing info into CAMA system: photos, digitized MLS info, note significant changes for assessor’s review.
  • Email list monthly to assessors.

Building Permits (New)

  • Query Dynamics for current months data, Safety Codes Database.
  • Input permit information to CAMA system.
  • Distribute list monthly to assessors.

Building Permits (Closed)

  • Query Dynamics for current months data, Safety Codes Database.
  • Distribute list monthly to assessors.

Development Permits

  • Upload permit information to CAMA system; digital file attachment and narrative code for assessors.

Ratepayer Tax Details (5%)

  • Responsible for finalizing Tax Details reports for insertion with assessment/tax notices and as requested by ratepayers.

Requests for Information (15%)

  • Assist with mass RFI mailings.
  • Input RFI information to CAMA system, digital file attachment and narrative codes for assessors.

Rural Assessment Policy (5%)

  • Quarterly review of all titles.
  • Setting up, revising, removing RAP accounts in CAMA system from roll files.
  • Requires understanding of RAP policy, farming and legal property ownership.
  • Annual coordination with other municipalities’ assessment offices for coordinated exemption.
  • Check CAMA system for accurate farmland coding for improvements.

Other (5%)

  • Maintenance of file systems and retrieval of existing information from physical & electronic sources. Cataloguing of new information (surveys, leases). Sorting and inputting documents to CAMA system; including returned Requests for Information.
  • Maintain Assessment Review Board (ARB) spreadsheet and files for appeals.
  • Pull corporate registrations and land titles as requested, for Planning, Taxes and Assessment.
  • Maintaining Assessment digital library; legislation, bulletins, educational materials.
  • Reviews aerial imagery and notes significant changes for assessors as time permits.
  • Perform other duties as assigned from time to time.

Requirements

Qualifications/Education and/or Experience:

  • High School Diploma or GED equivalent, supplemented by post-secondary administrative training. Experience with real estate, construction, legal and/or land titles would be beneficial.
  • This position requires a minimum of five years office experience with strong skills in Microsoft Office and database programs.
  • Valid Alberta Class 5 driver’s license.
