Job summary

City of Winnipeg is seeking an Aquatic Development Supervisor to oversee aquatic training, staff recruitment, and quality assurance across City facilities. This role ensures compliance with provincial standards and CUPE agreements while developing programming and resources for staff and the public.

The incumbent will supervise, evaluate, and guide staff, coordinating work packages and program delivery city-wide. A strong background in lifeguarding, first aid, and aquatic education is essential.

Qualifications

• University degree in Physical Education/Recreation or equivalent.
• Certification in NL, First Aid, Lifesaving Instructor, Swim for Life, CPR Level C/AED or equivalent.
• Two of Lifesaving Society/National Lifeguard Instructor and Red Cross First Aid Instructor requirements; within one year if not already obtained.
• Minimum of three years aquatic supervisory experience.
• Knowledge of Lifesaving Society/Red Cross standards; proficient in MS Office.

Job Profile

Under the direction of the Recreation Coordinator, the Aquatic Development Supervisor (ADS) provides expertise in aquatic specific training, including planning, organization, and scheduling of aquatic training and is responsible for ongoing aquatic employee recruitment. The ADS oversees compliance of quality control measures referring to provincial legislation, applicable City of Winnipeg policies and procedures, Aquatic Emergency Response training, and affiliate governing agency standards. The ADS conducts internal reviews and investigations related to non-compliance with Aquatic Emergency Response internal training, provides analysis and recommendations which may result in corrective action. Through research, the ADS recommends safety equipment for the Recreation Division in areas of first aid, lifeguarding and instruction. The ADS oversees the assignment of work packages according to Divisional needs and in alignment with the CUPE collective agreement. The ADS ensures that programs for public and staff City wide are conducted in accordance with current standards and provides coaching and assistance to supervisors as required.

As The Aquatic Development Supervisor, Your Duties Will Include

Your Education And Qualifications Include

• University degree in Physical Education/Recreation and/or an acceptable combination of training and experience.
• Must have obtained and maintained certification in:
• National Lifeguard (NL)
• Standard (Intermediate) First Aid certificate or higher. (St. John's Ambulance or Red Cross only)
• Lifesaving Instructor
• Swim for Life Instructor
• CPR Level C / AED certificate or equivalent. (St. John's Ambulance or Red Cross only)
• Must have successfully completed two of the following training awards; one from each Red Cross and Lifesaving or be prepared to complete in one year:
• One of Lifesaving Society: National Lifeguard Instructor, National Lifeguard Instructor Trainer, Lifesaving Instructor Trainer and
• One of Red Cross: First Aid Instructor, First Aid Instructor Trainer
• Minimum of three years aquatic program experience at a supervisory level.
• Familiar with Lifesaving Society and Red Cross program standards.
• Basic proficiency in the use of Microsoft Office; Word, Excel, Powerpoint and Outlook.
• Demonstrated ability to communicate effectively in English orally and in writing.
• Demonstrated ability to organize, direct staff and impart leadership skills.
• Demonstrated ability in the effective supervision, evaluation and utilization of staff.
• Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, and external contacts, in accordance with Respectful Workplace Policy.
• Knowledge and understanding of the occupational hazards, safety precautions, regulations and procedures that is applicable to the area of work.
• Knowledge and understanding of relevant Collective Agreements, Letters of Understanding, and Supplementary Agreements.
• Must possess a comprehensive knowledge of standard operative procedures relative to aquatic facilities.

• Have a vehicle for vehicle for transportation while on city business, subject to the terms and conditions of the City's Transportation Policy.
• The successful applicant will be required to complete job specific training required for this position as directed.
• Must be available to work evenings and weekends.
