Job description

Requisition Name: Application Designer / Developer Level 2

Location of Services: Victoria, BC 100% remote

Project Name: OpenVMS Modernization Project

Estimated Work Start Date: 01-Apr-2025

Estimated Work End Date: 31-Mar-2026

The Modernizing OpenVMS project, comprising multiple sub-projects such as Scholarships, requires an Application Designer/Developer Level 2 to collaborate with the Ministry of Education and Child Care on application design, development, and testing. This includes replacing the current TRAX system (for graduating students), the SLD system (for student and school data), and developing a new Education Data Exchange (EDX).

The project aims to migrate critical functionalities from the aging OpenVMS platform to a modern solution using the OpenShift platform.

Role and Responsibilities:
  1. Plan and manage the technical design, development, and implementation of business systems applications, including:
    • Identifying and estimating technical activities
    • Defining work assignments and priorities
    • Monitoring technical work and recommending solutions
    • Ensuring involvement of technical specialists
    • Leading testing to evaluate development outcomes
    • Ensuring quality control on deliverables
    • Developing procedures for data conversions, backup, and security
    • Monitoring software development and certifying deliverables
    • Developing proof of concept solutions to evaluate technologies and minimize risks
  2. Support the development and maintenance of systems by translating specifications into code, documenting work, and creating reference materials.
Additional Skills and Experience:
  • Minimum 2 years' experience in BC Government IT sector, with experience in transforming business processes
  • Experience with Jira and Confluence in an agile environment
  • Proficiency in the following technology stack:
  • Web Tier: SiteMinder, SAML, OpenID Connect, OAuth2, Javascript, Spring, HTML5/CSS3, Git
  • Middle Tier: Java/J2EE, Hibernate, PrimeFaces
  • Database Tier: Postgres, Oracle 12c
  • Experience working in the public sector, particularly with BC Government policies, standards, and infrastructure
Consultant Responsibilities:
  • Participate in scrums, meetings, and other collaborative activities
  • Work in an agile environment
  • Translate specifications, document work, and develop technical materials
