Since spring 2023, PBC Solutions administers and leads the transformation and digitization of Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers insured doctor and hospital services through MSP and drug coverage through PharmaCare. The business will expand to additional public and private client work in the future.

Position Summary

As a key member of the IMIT Application Services team, the Application Architect will:

• Provide strategic business and technology consulting to enable effective decision-making on IT investments.
• Apply industry expertise to conduct feasibility studies, develop proposals, and design solutions supporting existing services and growth.
• Work collaboratively to ensure architecture aligns with business needs.
• Document and maintain high-level architecture and security components.
• Plan, supervise, and design complex assignments and new methods.
• Design, develop, evaluate, and integrate business services, operating systems, and databases.
• Lead projects and guide team members.

This position is designated as Grid Level 32, with a salary range of $121,092 - $139,245 per year, including an 11.8% TMA.

Primary Duties

Leadership and Strategy

• Provide leadership, mentoring, and application development expertise.
• Advise on application and database design.
• Anticipate obstacles and assess impacts of solutions.
• Stay updated on industry trends and technologies.
• Research new features and tools.
• Verify stability, interoperability, security, and scalability of architecture.
• Maintain knowledge of emerging design and database architectures.
• Assess complex problems quickly and effectively.
• Create reference architectures and standards.
• Develop architecture and security strategies.
• Maintain technical documentation.

Client and Partner Liaison

• Collaborate with clients to transform requirements into solutions.
• Advise clients on business solutions.
• Work with partners to develop innovative solutions.

Project Delivery

• Oversee development changes ensuring alignment with architecture and security plans.
• Escalate and resolve issues promptly.
• Build checks for timely escalation.
• Identify high-risk components.

Additional Duties

• Assist with financial planning and management.
• Participate in planning software releases.
• Support procurement documentation.
• Represent IT in meetings.
• Perform other duties as assigned.

Required Education and Experience

University degree in a related field or equivalent experience. Options include:

• Degree in Computer Science with 5+ years experience;
• Diploma with 7+ years experience;
• Certificate/coursework with 12+ years experience.

Related experience includes:

• Extensive experience in technology roles and delivering solutions in complex environments.
• Healthcare industry experience is an asset.
• Leadership in virtual, cross-functional teams.
• Experience in large-scale enterprise solutions and scalable architectures.
• Knowledge of SDLC and architecture design concepts.

Knowledge, Skills, and Abilities

• Understanding of Enterprise Architecture frameworks.
• Knowledge of systems development methodologies and industry best practices.
• Project management principles.
• Ability to align application architecture with enterprise goals.
• Experience with business requirements analysis and component design.
• Understanding of high availability and secure architectures.
• Experience with health industry challenges, privacy, and security is an asset.
• Experience with RESTful APIs, Natural, Cobol, Node.js, Angular, Docker, Elastic Search, Keycloak, UX, and cloud hosting is an asset.

Work Location

Hybrid model in Victoria and Vancouver; candidates should be local for occasional in-person meetings.
