Responsibilities

PRIMARY PURPOSE

Develops, coordinates and maintains performance measures throughout the organization ensuring alignment with enterprise and corporate goals and objectives, including preparing quarterly reports for the Board of Directors and TransLink. Prepares a variety of analysis and reports to provide accurate and up-to-date information for informed senior management decision making. Provides guidance in Key Performance Indicators (KPI) monitoring and reporting.

Designs and deploys Business Intelligence and Analytics solutions, such as monthly reports and dashboards, to meet CMBC’s business needs and supports the strategy for data-driven decision making by providing support to the Data Governance framework to ensure data being presented is governed and suitable to be used in executive-level decision support.

Key Accountabilities

Provides support related to corporate performance measures ensuring alignment with enterprise and corporate goals and objectives and carries out analysis related to variances in corporate performance measures, recommending best practices to the senior management for problem areas. Assists in providing in-depth analysis and recommendations for senior management decision making.

Establishes and maintains a quality assurance process, including to review all data provider sheets submitted by external contractors monthly, proactively highlight irregularities and follow-up with the data providers, which ensures accuracy and completeness of performance measurement data while also ensuring compliance with company’s standards, policies, processes, regulatory and other related requirements. Provides technical support to the maintenance of custom Extract Transform Load (ETL) solution, as well as continual assessment of metadata reporting to ensure data integrity and quality assurance from collection to reporting.

Liaises with various departments to develop and prepare Business Intelligence (BI) dashboards and periodic reports focused on various corporate performance measures, and KPIs and improvements across all functions. Serves as a central reporting point for the organization, assists in requirements gathering, target setting, report design, delivery and documentation.

Creates and maintains (BI) dashboards/reports to ensure users have the information they need to manage their business, to make decisions and improve service and efficiency. Leverages available benchmarking resources for best practices and provides comparable performance measures from other transit agencies and business enterprises to the concerned stakeholders towards informed decision making.

Prepares quarterly reports for the Board of Directors and TransLink to be reviewed by the manager, indicating performance compared to targets and the previous year(s), and rationale for variances. Prepares ad hoc reports, presentation materials related to performance measurement, and research latest trends, best practices and other related data as assigned.

Identifies business process improvement opportunities across the organization and assists in supporting the development and implementation of a culture of continuous improvement. Participates in corporate business planning and initiatives as needed. Participates in the Data Governance program as needed.

Supports with the designs, implementation, and maintenance of customized data warehouse, business intelligence and analytics (DW/BI&A) technical solutions by contributing to database enhancements, managing updates, and ensuring accurate data mapping for reports, benefitting the Performance Reporting Team and internal clients. Ensures DW/BI&A solutions are fit for purpose and align with standards, policies and supports ongoing Data Governance Program within CMBC. Ensures solutions are scalable, following best practices and Enterprise standards, balancing immediate short-term and long-term benefits.

Stays abreast of new techniques, technologies, and industry trends, and participates in relevant industry events related to Data Governance.

Qualifications

EDUCATION AND EXPERIENCE:

The requirements for this job are acquired through completion of a bachelor’s degree in Computer Science, Information Systems, Data Analytics, Economics, Statistical Analysis or other relevant business-related fields plus four (4) years of experience with development and analysis of performance measurements, and technical experience in designing, implementing and maintaining data and creating reports in a Business Intelligence environment.

Other Requirements

Solid knowledge of concepts, principles, practices and techniques pertaining to all aspects of performance measures, benchmarking, balanced scorecards and dashboards

Strong analytical, problem solving and judgment skills to be able to interpret data and identify, diagnose, and resolve KPI related issues

Excellent knowledge of office software, including Microsoft Data Warehouse and BI technologies, both Cloud and on-prem (SQL Server, SSIS, SSAS, SSRS, Power BI Desktop, PowerBI Report Builder, PowerBI Service, Tableau etc.)

Experience maintaining ETL process using software such as SSIS would be an asset.

Strong time management, organization, verbal and written communication skills

Ability to multi-task, manage multiple priorities and work in a rapidly changing and dynamic environment with limited supervision

Strong relationship management skills and ability to work across multidisciplinary teams and management levels

Engaged listener: capable of listening and interpreting stakeholder feedback to understand business processes and identify business issues/objectives

Experience in process improvement or lean methodologies would be considered an asset

Experience supporting a data governance program would be considered an asset

Advanced knowledge of Business Intelligence tools

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. 37.5 hours per week.

This position offers the flexibility of working both on-site and remotely within B.C.

Rate of Pay

The salary for this position ranges from $75,600 - $113,400 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
