Job summary

The Greater Toronto Airports Authority (GTAA) is seeking an Advisor, Emergency Management & Operational Resilience to support development, implementation, and continuous improvement of emergency management and continuity programs at Toronto Pearson. You will provide subject matter expertise and coordinate with partners to ensure regulatory compliance and organizational resilience.

What you can expect from this position:

Reporting to the Manager, Operational Continuity and Emergency Management Programs, you will support the development, implementation, maintenance, and continuous improvement of emergency management, operational continuity, compliance, training, exercise, and readiness programs at Toronto Pearson. This role provides subject matter expertise, program oversight, and stakeholder coordination to help ensure regulatory compliance, operational readiness, and organizational resilience across the airport community.

As Advisor, Emergency Management & Operational Resilience, you will:

• Lead compliance oversight, audits, quality assurance, validation, performance monitoring, and reporting activities related to emergency management and operational continuity programs.
• Support Toronto Pearson’s airport certification and regulatory compliance by maintaining and improving OCEMP frameworks, audit processes, performance indicators, and reporting mechanisms.
• Conduct reviews of emergency call records, notification systems, communication logs, incident documentation, emergency activations, after-action reports, corrective action plans, continuity plans, and related documentation.
• Lead and support the governance, development, maintenance, implementation, validation, and continuous improvement of the Airport Emergency Plan and related emergency management and continuity documentation.
• Conduct Threat Hazard Identification and Risk Assessments, vulnerability assessments, operational impact assessments, and critical dependency analyses to inform planning and preparedness activities.
• Lead the development, delivery, evaluation, and improvement of emergency management, operational continuity, Incident Management System, Emergency Operations Centre, tenant preparedness, and stakeholder training programs.
• Plan, coordinate, facilitate, control, and evaluate emergency exercises, drills, workshops, debriefs, after-action reviews, lessons learned processes, and related preparedness initiatives.
• Maintain readiness of emergency preparedness infrastructure, including the Emergency Operations Centre, Airport Emergency Support Centre, Mobile Command Post, notification systems, emergency kits, supplies, job aids, checklists, and supporting resources.
• Support EOC activations, emergency response, operational disruptions, incident documentation, situation reporting, briefing support, action tracking, and recovery coordination.
• Represent OCEMP and build collaborative relationships across GTAA departments, airlines, tenants, emergency services, government agencies, NAV CANADA, transportation partners, contractors, industry forums, regulatory initiatives, and emergency planning partnerships.

This unionized position is classified at the Band 7 level, with an hourly wage rate of $47.35, based on a 37.5 hour work week. As part of the recruitment process, you will be required to complete a test.

This is the role for you, if you have:

• Minimum of 5 years of progressive work experience in an airport operations environment or relevant emergency management, operational continuity, planning, policy, logistics, life safety, aviation, critical infrastructure, regulatory compliance, quality assurance, auditing, training, or stakeholder engagement role with similar organizational scope.
• 2–5 years of experience designing, developing, coordinating, and evaluating emergency management exercises, including budget management, planning, documentation, analysis, reporting, and post-exercise evaluation.
• Experience supporting EOC readiness, activation, coordination, emergency facility set-up, function-based training, scheduling, operational response support, and related emergency or continuity operations is preferred.
• Demonstrated experience preparing documentation, conducting presentations, facilitating meetings, and supporting training programs related to emergency response, continuity plans, procedures, and stakeholder engagement.
• Incident Management System (IMS) / Incident Command System (ICS) certification, IMS/ICS Instructor certification, and required Emergency Operations Centre (EOC) training.
• ISO 9001 Internal Auditor, Lead Auditor, Quality Assurance, or equivalent auditing certification is strongly preferred.
• Train-the-Trainer, Adult Learning, Facilitation, Exercise Design, Instructional Design, Certified Emergency Manager (CEM), Community Emergency Management Coordinator (CEMC), Associate Business Continuity Professional (ABCP), Certified Business Continuity Professional (CBCP), Certified Risk Manager (CRM), or equivalent designation is considered an asset.
• A valid Ontario Class G Driver’s Licence, with the ability to obtain and maintain DA AVOP, if operationally required.
• Ability to work extended or non-standard hours, including evenings, weekends, and statutory holidays, to support emergency response, recovery, continuity operations, exercises, and other operational requirements.
• Minimum of a college diploma or bachelor’s degree in Emergency/Disaster Management, Aviation Management, or a related discipline, or an equivalent combination of education and experience.
• Ability to obtain and retain Transportation Security Clearance.

Knowledge and skills you bring, that set-you up for success:

• Strong knowledge of emergency management principles, including mitigation, preparedness, response and recovery, as well as airport operations, emergency response, operational continuity, life safety, security, contingency planning, and critical infrastructure environments.
• Knowledge of Canadian Aviation Regulations, Canadian Aviation Security Regulations, Transport Canada requirements, aviation security obligations, airport emergency planning regulations, emergency preparedness legislation, and related best practices.
• Demonstrated ability to develop, maintain, and validate emergency management plans, procedures, continuity plans, emergency facility readiness tools, role checklists, activation materials, and related program documentation.
• Strong ability to conduct audits, inspections, quality assurance reviews, compliance assessments, root cause analysis, corrective action tracking, validation activities, and interpretation of complex operational, regulatory, emergency management, and continuity-related information.
• Ability to support EOC readiness, activation processes, role-based training, scheduling, documentation, room readiness, sustained emergency coordination, and emergency facility preparedness.
• Experience designing, facilitating, controlling, and evaluating emergency exercises, drills, workshops, debriefs, after-action reviews, scenario development, logistics coordination, reporting, and post-exercise evaluation.
• Strong project and program management skills, including procurement, budgeting, contract management, planning, prioritization, time management, and the ability to balance multiple priorities and deadlines in a dynamic operational environment.
• Strong communication skills, including technical writing, report writing, presentation development, briefing support, public speaking, training delivery, facilitation, and stakeholder engagement.
• Ability to influence without authority and build collaborative relationships with internal departments, airlines, tenants, emergency services, government agencies, NAV CANADA, transportation partners, contractors, and other airport stakeholders.
• Proficiency with Microsoft Office 365 and related knowledge management tools, with the ability to work independently, exercise sound judgment, tact, diplomacy, confidentiality and professionalism, and perform effectively in stressful, time-sensitive, high-pressure situations.
